Fâtımî devlet yönetimde kadınlar etkili olmuştur. Bu durum kimi zaman halifenin gücünü kaybettiği dönemde ortaya çıkarken kimi zaman halifenin güçlü olduğu dönemde ortaya çıkmıştır. Etkili olan kadınlar ailenin içinden gelen halife anneleri, halife kızları, halife eşleridir. Özellikle halifenin kızı olmak kişiye doğuştan gelen bir güç ve makam tesis etmiştir. Sittülmülk de bu güç ve makama sahip olan bir Fâtımî kadınıdır. Babasının iktidarında devlet işlerinin içinde bulunan ve yeri geldiğinde babasını etkileyen bu kadın kardeşinin iktidarında da bu gücünü korumuş ve devlet idaresinde nüfus sahibi olmuştur. Babasından sonra hilafet makamına geçecek ismi bile kendisi seçmiş ve bunun için birtakım girişimlerde bulunmuştur. Bürokraside söz sahibi olması onu yeni halife ile karşı karşıya getirmiş bu çatışma kimilerine göre Sittülmülk’ün kardeşini öldürmesi ile sonuçlanmıştır. Böylece kardeşinin ortadan kalkması ile istediği kişiyi halifelik makamına getirmiş kısa bir süre de olsa devleti kendi idare etmiştir.
