Makalenin amacı, Primakov Doktrinin kuramsal yönünü dönemin uluslararası politikaları ve Yakın Çevre kavramı perspektifinden incelemektir. Makale dört bölümden oluşmaktadır. İlk bölümde realist kuramın uluslararası ilişkiler disiplinindeki genel konumu araştırılmıştır. İkinci bölümde 90’lı yıllarda RF’de var olan dış politika tartışmaları karşılaştırmalı bir biçimde ele alınmıştır. SSCB’nin dağılmasıyla birlikte ortaya çıkan yeni koşullar ve meydan okumalar bağlamında, söz konusu entelektüel dış politika tartışmalarının temel argümanlarına vurgu yapılmıştır. Bu vurgu makalenin ikinci bölümünün kapsamını ve istikametini belirlemektedir. Üçüncü bölümde Primakov Doktrinin kavramları realizmin temel ilkeleri ve dinamikleri bağlamında analize tabi tutulmuştur. Primakov, RF’nun Soğuk Savaş sonrası küresel ve bölgesel bir güç olarak tanımlanmasının temel yönlerini realist perspektiften ele almaktaydı. Primakov, RF’nun öncelikli olarak Yakın Çevre ülkeleri istikametinde realizm temelli ve odaklı bir dış politika mekanizması oluşturulmasının üzerinde durmaktaydı. Primakov, Rus dış politika geleneğinde siyasal realizmin önemli temsilcisi olarak görülmektedir. Primakov, Soğuk Savaş sonrası Rus siyasal realizminin entelektüel ve kuramsal kurgusuna da yön vermekteydi. Primakov’un oluşturmaya çalıştığı realizm odaklı dış politika felsefesi dinamik dengelere dayanmaktaydı. Dolayısıyla, RF’nun Soğuk Savaş sonrası oluşan yeni koşullara uyum sağlaması açısından Yakın Çevre ülkelerine yönelik izleyeceği realist perspektifli politikalar hayati öneme sahipti. Bu bağlamda makalenin dördüncü bölümünde, RF’nun yakın çevre coğrafyasına yönelik uyguladığı politikalarının aşamaları ve temelleri üzerinde durulmuştur. Bu bölümde yakın çevreye yönelik politik, ekonomik ve kültürel temelli stratejilerin Primakov Doktrininde önemli bir yer kapsadığının altı çizilmiştir.
The purpose of the article is to study the theoretical aspect of the Primakov doctrine from the perspective of the international policies of the period and the concept of the Near Environment. The article consists of four sections. The first part examines the general position of the realistic theory in the discipline of international relations. In the second part, the foreign policy discussions that existed in the Russian Federation in the 1990s were discussed in a comparative way. In the context of the new conditions and challenges arising with the dissolution of the Soviet Union, the main arguments of the intellectual foreign policy discussions in question have been emphasized. This emphasis determines the scope and stability of the second part of the article. In the third part, the concepts of Primakov's doctrine were subjected to analysis in the context of the fundamental principles and dynamics of realism. Primakov was addressing the fundamental aspects of the definition of the Russian Federation as a global and regional power after the Cold War from a realistic perspective. Primakov was focusing on the establishment of a realism-based and oriented external policy mechanism in the Russian Federation, primarily in the Near Environmental Countries. Primakov is seen as an important representative of political realism in the Russian foreign policy tradition. Primakov also directed the intellectual and theoretical philosophy of the Russian political realism after the Cold War. Primakov’s realism-oriented foreign policy philosophy was based on dynamic balances. Therefore, the realistic perspective policies that the Russian Federation would follow towards its Near Environment countries were of vital importance in order to adapt to the new conditions arising after the Cold War. In this context, in the fourth part of the article, it focuses on the stages and foundations of the policies implemented by the RF towards close environmental geography. This section describes six of the political, economic and cultural strategies that are based on the close environment occupy an important place in the Primakov Doctrine.
