Madencilik sektörü doğası gereği birçok riski içinde barındırmaktadır. Doğanın zorlu koşulları, hatalı üretim yöntemleri, iş sağlığı ve güvenliği asgari şartların sağlanmaması/sağlanamaması, organizasyon ve alt yapı yetersizliği, yanlış ekipman seçimi, teknolojinin yeterli ölçüde kullanılmaması ve kalifiye eleman eksikliği iş kazası ve meslek hastalıklarının ortaya çıkmasının nedenleri arasında gösterilebilir. Her süreci ciddi riskler içeren bu zorlu sektörde başta işverenler olmak üzere daimi nezaretçilere, sorumlu mühendislere, iş güvenliği uzmanlarına, çalışanlara ve sektörde yer alan tüm unsurlara çalışmanın güvenli bir şekilde sürdürülmesinde büyük sorumluluklar düşmektedir. Madenlerde iş sağlığı ve güvenliği açısından elverişli çalışma ortamlarının sağlanabilmesi için en etkili yöntemin risk değerlendirme olduğu bilinmektedir. Risk değerlendirme çalışmaları ile madenlerde var olan veya çalışma sırasında ortaya çıkabilecek potansiyel tehlike ve bu tehlikelerden kaynaklı riskler belirlenip etkili güvenlik önlemlerinin alınması amaçlanmaktadır. Bu çalışmada Gümüşhane ili sınırları içerisinde bulunan bir yeraltı metal madeninde yeraltı cevher çıkarma, yükleme ve nakliyat faaliyetleri sırasındaki tehlike ve riskler tespit edilmiş ve karar değer matris yöntemi ile risk analiz çalışması gerçekleştirilmiştir. Bu çalışmanın gerçekleştirildiği yeraltı maden işletmesinde 8 kabul edilemez risk, 37 yüksek risk, 35 orta risk, 3 düşük (kabul edilebilir) risk olmak üzere 83 risk tespit edilmiştir. Her bir risk için risk skoru belirlenmiş ve ortalama risk skorunun 14 olduğu görülmüştür. Risk skoru sonuçları göz önünde bulundurularak mevzuata uygun iş sağlığı ve güvenliğini sağlamada sürdürülebilir, etkili kontrol ve önlem faaliyetleri önerilmiştir.

Abstract:

The mining industry has many risks due to its nature. The difficult conditions of nature, the wrong methods of production, the lack of minimum health and safety requirements, the lack of organization and substrate, the wrong selection of equipment, the lack of adequate use of technology and the lack of qualified elements may be among the causes of the emergence of occupational accidents and occupational diseases. In this challenging sector, which involves serious risks in every process, the permanent supervisors, responsible engineers, work safety experts, employees, and all the elements involved in the industry are under great responsibility for the safe continuation of work. It is known that the most effective method for providing work environments that are favorable to health and safety in mines is risk assessment. Risk assessment studies are aimed at identifying the potential dangers that exist in mines or may arise during work and the risks arising from these dangers and taking effective security measures. In this study, the dangers and risks during the subterranean cave extraction, charging and transportation activities in a subterranean metal mining located within the borders of the Silverhouse area have been identified and the risk analysis work has been carried out with the determined value matrix method. In the underground mining operations in which this study was carried out, 83 risks were identified, including 8 unacceptable risks, 37 high risks, 35 medium risks, and 3 low (acceptable) risks. The risk score for each risk was determined and the average risk score was 14. Sustainable, effective control and measurement activities have been proposed to ensure health and safety at work in accordance with the legislation, taking into account the results of the risk score.

The mining sector has many risks inherently. The difficult conditions of nature, faulty production methods, occupational health and safety, failure to provide / ensure minimum conditions, lack of organization and infrastructure, wrong equipment selection, not using technology sufficiently and lack of qualified personnel may be among the reasons for the occurrence of occupational accidents and occupational diseases. In this challenging sector, each process involving serious risks; Great responsibilities fall to the permanent supervision of employers, especially employers, responsible engineers, occupational safety specialists, employees and all elements in the sector in a safe manner. It is known that the most effective method for ensuring a favorable working environment in terms of occupational health and safety in mines is the risk assessment. With risk assessment studies; It is aimed to identify the potential hazards that may arise in the mines or that may arise during operation and the risks arising from these hazards and to take effective security measures. In this study, in an underground metallic mine located within the borders of Gümüşhane province; Hazards and risks during the underground ore extraction, loading and transportation activities were determined and risk analysis was carried out with the decision value matrix method. In the underground mining business where the study was carried out, a total of 80 risks, 8 unacceptable risks, 36 high risks, 33 medium risks, 3 low (acceptable) risks were identified. Considering the risk score results, sustainable, effective control and prevention activities have been proposed to ensure occupational health and safety in compliance with the legislation. In the risk analysis study, the existing control measures taken in the underground mining operation, working techniques, number of employees, working times, number of shifts, incidents of near misses, work accident records, emergency action plans, occupational safety and vocational training records, inspection reports and media measurements were taken into consideration.
