Bu çalışmanın temel amacı II. Meşrutiyet döneminde Meclis-i Âyan üyesi olarak atanan Nikolaki Yorgiyadis Efendi’nin hayatı, siyasi faaliyetleri ve Meclis-i Âyan’da aldığı ilk cezayı irdelemektir. Yorgiyadis Efendi 1844 yılında Girit’in Galos Kazasında doğmuştur. 1854’ten itibaren Atina ve İstanbul’da eğitim almıştır. Bilahare Almanya’ya giderek hukuk eğitimi görmüş, burada hukuk doktorasını tamamlamıştır. Mahkeme katipliği ile başladığı kariyerinde İstanbul’da Mahkeme-i Ticaret-i Bahriye Reisliği, Mahkeme-i Temyiz-i Hukuk Dairesi üyeliği gibi çeşitli görevlerde bulunmuştur. 28 Ağustos 1907’de atandığı Sisam Beyliği görevinden aynı yılın 26 Aralık tarihinde ayrılmak zorunda kalmış, ardından Şura-yı Devlet üyeliğine tayin edilmiştir. 16 Aralık 1908 tarihinde Meclis-i Âyan üyeliğine atanan Yorgiyadis Efendi 9 Haziran 1915’te ölene kadar bu görevine devam etmiştir. Rum kökenli olan Yorgiyadis Efendi’nin Türk parlamento tarihinde farklı bir yeri bulunmaktadır. Zira Meclis-i Âyan’ın iki yasama dönemi içinde kınama (takbih) cezası alan tek isimdir. Yorgiyadis Efendi’nin diğer bir özelliği ise Meclis-i Âyan’da bir grup oluşturamayan Hürriyet ve İtilaf Fırkası’nın görüşleri doğrultusunda hareket etmesidir. Makalede, sıra dışı bir portre olarak nitelendirilebilecek Yorgiyadis Efendi’nin özelikle ceza aldığı Meclis-i Âyan’daki konuşmaları ve tartışmaları değerlendirilmiştir. Çalışmanın temel kaynaklarını Cumhurbaşkanlığı Osmanlı Arşiv Belgeleri ile Meclis-i Âyan ve Meclis-i Mebûsan Zabıt Cerideleri oluşturmuştur.
The main objective of this work is 2. It is the life of Nikolaki Yorgiyadis Efendi, who was appointed as a member of the Parliament in the period of legitimacy, the political activities and the first punishment he received in the Parliament. Yorgiyadis Efendi was born in 1844 in the Galos crash of Girit. Since 1854, he has been educated in Athens and Istanbul. Bilahare went to Germany to graduate in law, where he completed his doctorate in law. In his career he began with the Court of Justice in Istanbul, he had various duties such as the membership of the Court-i Trade-i Bahriye Travel, the Court-i Temyiz-i Law Office. He was forced to leave his office on December 26 of the same year on 28 August 1907 and was then appointed a member of the State. The Yorgiyadis Efendi, who was appointed as a member of the Parliament on 16 December 1908, continued his office until his death on 9 June 1915. Yorgiyadis Efendi, a Romanian origin, has a different place in the Turkish parliament history. The name of the judgment is the only one who has the punishment (takbih) in the two periods of the law. The other feature of Yorgiyadis Efendi is that he moves according to the views of the Hürriyet and Opposition Fraktion, which cannot form a group in the Parliament. In the article, the speeches and discussions in Parliament-i Ayan, which was specially punished by Yorgiyadis Efendi, which could be described as an unusual portrait, were evaluated. The main sources of the study were the President's Ottoman Archive Documents and the Parliament and the Parliament's Mebûsan Zabıt Cerideleri.
The main purpose of this study was to examine life of Nikolaki Yorgiyadis Efendi appointed as a member of Senate (Meclis-i Âyan) during the Second Constitutional Period, his political activities, and his first punishment in Senate (Meclis-i Âyan). Yorgiyadis Efendi was born in Galos District of Crete in 1844. From 1854, he received education in Athens and İstanbul. Afterwards, he went to Germany to have legal education and completed his PhD in law there. He started working as a clerk of the court, and he had different duties such as Head of Maritime Commercial Court (Mahkeme-i Ticaret-i Bahriye Reisliği) and a member of Supreme Court of Appeal (Mahkeme-i Temyiz-i Hukuk Dairesi) in İstanbul. He had to leave from the duty of Sisam governor that he was assigned on 28 August 1907 in the same year on 26 December. After that, he was appointed to the membership of Council of State (Şura-yı Devlet). Yorgiyadis Efendi was appointed to the membership of Senate (Meclis-i Âyan) on 16 December 1908 and carried out this duty until he died on 9 June 1915. Yorgiyadis Efendi who was of Greek-origin had a different place in Turkish parliamentarian history because he was the only person who was reprimanded in two legislative sessions of Senate (Meclis-i Âyan). Another feature of Yorgiyadis Efendi was that he acted upon the ideas of Hürriyet ve İtilaf Fırkası which could not have a group in Senate (Meclis-i Âyan). This article evaluated especially the speeches and discussions of Yorgiyadis Efendi, who could be described as an unusual portrait, in Senate (Meclis-i Âyan) due to which he was punished. The main sources of the study were Ottoman Archive Documents of the Presidency , and the Official Records of Senate (Meclis-i Âyan) and First Turkish Parliament.
