İbrahim Hulusi Öktem, 1904 yılında Karaman’da doğmuştur. Üniversite eğitimini İstanbul Darülfunünu Mekteb-i Tıbbiye’de, uzmanlığını ise Lyon ve Paris Tıp Fakültelerinde tamamlamıştır. Üniversite yıllarında Milli Türk Talebe Birliği başkanlığı görevini yürütmüştür. Öktem, siyasete 1954 yılında Demokrat Parti’den Bursa milletvekili olarak girmiş, Hürriyet Partisi ve Cumhuriyet Halk Partisi de dâhil olmak üzere toplam üç partide görev yapmıştır. 1963 ve 1965 yıllarında olmak üzere iki defa İsmet İnönü hükümetlerinde Milli Eğitim Bakanlığına getirilmiştir. İbrahim Hulusi Öktem’in bu dönemdeki icraatlarının temelini imam hatipler, teknik eğitim, üniversiteler, köylünün eğitimdeki konumu ve öğretmen yetiştirme politikaları oluşturmuştur. Yaşamı boyunca Türk siyasetinde önemli bir rol oynamış, 16 Kasım 1982 tarihinde hayatını kaybetmiştir. Çalışmada, İbrahim Hulusi Öktem’in hayatı ve Türk eğitim sistemine katkıları araştırılacaktır. Çalışma sırasında zabıt cerideleri, Başbakanlık Cumhuriyet Arşivi belgeleri, basın kaynakları, araştırma ve inceleme eserlerinden yararlanılmıştır.

Ibrahim Hulusi Öktem was born in Karaman in 1904. He completed his university education in Istanbul Darülfunünu Mekteb-i Medicine, and his specialization in Lyon and Paris Medical Schools. He served as President of the National Turkish Demand Association during the university years. Öktem entered politics in 1954 from the Democratic Party as a member of the Bursa Parliament, serving in a total of three parties, including the Hürriyet Party and the Republican People's Party. In the years 1963 and 1965, it was brought to the Ministry of National Education twice in the Government of Nammet Inönü. The foundation of Ibrahim Hulusi Öktem’s execution in this period has been made by Imam Hatipler, Technical Education, Universities, the position of the peasant in education and the teachers’ education policies. He played an important role in Turkish politics throughout his lifetime and died on November 16, 1982. The study will explore the life of Ibrahim Hulusi Öktem and its contribution to the Turkish education system. During the work, the work was used by the archives of the Prime Minister's Republic, the press sources, research and investigation works.

İbrahim Hulusi Öktem was born in 1904 in Karaman. He completed his university education in Istanbul Darülfunünu Mekteb-i Tıbbiye, and his expertise in Lyon and Paris Medical Faculties. During his university years, he served as the president of the National Turkish Student Association. Öktem entered politics in 1954 as a Bursa deputy from the Democrat Party and served in three parties, including the Freedom Party and the Republican People's Party. He appointed to the Ministry of National Education in İsmet İnönü governments twice in 1963 and 1965. The main actions of İbrahim Hulusi Öktem in this period were imam hatips, technical education, universities, the position of the villagers in education and teacher training policies. He played an important role in Turkish politics throughout his life and died on 16 November 1982. In the study, İbrahim Hulusi Öktem's life and his contributions to the Turkish education system will be investigated. In the study, court ceremomies, Prime Ministry Republic Archive documents, press sources, research and study works were used.
