Doğu Akdeniz’in Değişen Jeopolitiği ve Türk Dış Politikası

Doğu Akdeniz tarih boyunca önemli bir bölge olmakla birlikte Soğuk Savaş döneminden bu yana Ortadoğu ve Kuzey Afrika bölgesinin bir uzantısı olarak kabul edilmiştir. Son yıllarda ise kendi dinamikleri ile önem kazanmış ve bağımsız bir alt-bölge haline gelmiştir. Doğu Akdeniz jeopolitiğinde yaşanan bu yapısal dönüşümden en çok etkilenen ülkelerin başında Türkiye gelmektedir. Doğu Akdeniz Türk dış politikasında büyük bir önem kazanmış ve Türkiye’nin güvenlik söyleminde geniş bir yer kaplamaya başlamıştır. Doğu Akdeniz’de yaşanan önemli jeopolitik kırılmalar bölge devletleri arasındaki güvenlik ilişkilerinin dönüşümüne yol açmakta ve Türkiye bu dönüşüme yanıt verme ihtiyacı duymaktadır. Bu çerçevede, bu makale realist uluslararası ilişkiler yaklaşımlarının ittifak oluşumlarına dair açıklamalarını temel alarak Doğu Akdeniz’deki ittifak oluşumlarını ve Türkiye’nin bu sürece nasıl bir yanıt verdiğini tartışmayı amaçlamaktadır. Söz konusu dönüşüm başlıca üç boyuta sahiptir. Birincisi bölgede keşfedilen hidrokarbon kaynakları bölge ülkeleri arasında hem iş birliği için fırsatlar yaratmış hem de çeşitli uyuşmazlıklara yol açmıştır. Enerji faktörü ittifak yapılarının temel değişkenlerinden biri haline gelmiştir. İkincisi Arap Baharı sonrasında artan bölgesel güvensizlikler ve istikrarsızlık tüm bölge ülkelerinin ittifak tercihlerini etkilemiştir. Üçüncüsü Doğu Akdeniz ve çevresinde artan büyük güç rekabeti bir yandan bölgenin askerileşmesine yol açmakta diğer yandan bölge ülkelerinin ittifak tercihlerini etkilemektedir. Yapısal dönüşümün bu üç boyutu birbirlerinden bağımsız süreçler değildir. Tam aksine birbirleriyle bağlantılı karmaşık süreçlerdir. Bu çalışmada, Doğu Akdeniz’in birbirleriyle bağlantılı üç dinamik çerçevesinde tanımlanan jeopolitik dönüşümünün Türk dış politikası üzerindeki etkileri tartışılmaktadır. Bu bağlamda, bu çalışmanın temel argümanı Doğu Akdeniz’de yaşanan jeopolitik dönüşümün Türkiye’yi güvenlik odaklı bir dış politikaya yönelttiği ve Doğu Akdeniz’in yeni jeopolitik yapısına uyum sağlama ihtiyacının Türk dış politikasındaki yeni denge arayışları ile eşzamanlı ortaya çıktığıdır.

Abstract:

Although the Eastern Mediterranean has been an important region throughout history, it has been considered an extension of the Middle East and North Africa region since the Cold War. In recent years, it has gained importance with its own dynamics and has become an independent sub-region. Turkey is among the countries most affected by this structural transformation in the Eastern Mediterranean geopolitics. Eastern Mediterranean has gained great importance in Turkish foreign policy and has begun to cover a wide place in Turkey’s security speech. The significant geopolitical breakdowns in the Eastern Mediterranean have led to the transformation of security relations between the regional states and Turkey needs to respond to this transformation. In this framework, this article aims to discuss the formations of alliances in the Eastern Mediterranean, based on the explanations of the realistic international relations approaches, and how Turkey responds to this process. The main transformation has three dimensions. First, the hydrocarbon sources discovered in the region have created opportunities for cooperation between the region countries and have led to a variety of disputes. The energy factor has become one of the main variables of the alliance structures. Second, the increasing regional uncertainty and instability after the Arab Spring has affected the alliance preferences of all the regions. Thirdly, the growing major power competition in the Eastern Mediterranean and its surroundings, on the one hand, leads to the region’s militarization and on the other hand, affects the alliance preferences of the region’s countries. These three dimensions of structural transformation are not independent processes. In contrast, they are complicated processes linked to each other. This study discusses the effects of geopolitical transformation defined in the three dynamic frameworks of the Eastern Mediterranean linked to each other on Turkish foreign policy. In this context, the basic argument of this study is that the geopolitical transformation in the Eastern Mediterranean has directed Turkey to a security-oriented foreign policy and the need to adapt to the new geopolitical structure of the Eastern Mediterranean has emerged simultaneously with the new search for balance in the Turkish foreign policy.

The transformation of the Eastern Mediterranean geopolitics also affects the security relations between the states of the region and Turkey needs to respond to this transformation. In this context, this article aims to discuss the alliance formations in the Eastern Mediterranean and how Turkey responded to this process, based on the explanations of realist international relations approaches on alliance formations. This transformation has three main dimensions. First, the hydrocarbon resources discovered in the region both created opportunities for cooperation and led to various conflicts between the countries of the region. Secondly, increasing regional insecurity and instability after the Arab Spring affected the alliance preferences of all regional countries. Third, the increasing great power competition in the Eastern Mediterranean leads to the militarization of the region on the one hand, and on the other hand affects the alliance preferences of the countries in the region. These three dimensions of structural transformation are not independent processes, on the contrary, they are complex interconnected processes. In this study, the impact of the changing geopolitics of the Eastern Mediterranean -which is defined by three interconnected dynamics- on Turkish Foreign policy will be discussed. The main argument of this study is that the geopolitical transformation in the Eastern Mediterranean led Türkiye to a security-oriented foreign policy and the need to adapt to the new geopolitical structure of the Eastern Mediterranean emerged simultaneously with the search for a new balance in Turkish foreign policy.
