Abstract:

Bu çalışmanın amacı, Kovid-19 pandemisinin Türkiye’deki kentsel yoksulluğa olan etkilerini ortaya koymaktır. Bilhassa nüfusun yoğun olduğu kentlerde salgının hızla yayıldığı süreç içerisinde görülmüştür. Kentlerde salgından en fazla etkilenenler ise yoksullar olmuştur. Türkiye’de pandemi ile mücadelede alınan kararlar kent yoksullarını özellikle ekonomik açıdan ve eğitim bakımından olumsuz yönde etkilemiştir. Kent yoksulları, ekonomik anlamda gelir kaybı yaşarken eğitimde ise fırsat eşitsizlikleri ile karşılaşmışlardır. Bu durum kent yoksullarını daha da yoksullaştırmıştır. Pandemi sürecinde belediyelerin örnek uygulamalarına bakıldığında ise kentsel yoksullukla mücadelede yerel yönetimlerin önemi daha iyi anlaşılmıştır. Bu sürecin yaratmış olduğu olumsuz tabloda yerelden merkeze doğru bir mücadele şeklinin benimsenmesi salgınla ve kentsel yoksullukla mücadelede daha etkili bir yol olacaktır.

Abstract:

The aim of this study is to reveal the effects of the Kovid-19 pandemic on urban poverty in Turkey. In towns where the population is intense, the epidemic has spread rapidly. The most affected by the epidemic in cities were the poor. Decisions taken in Turkey in the fight against the pandemic have negatively affected the urban poor, especially from economic and educational point of view. The poor in the city have experienced an economic loss of income while in education they have experienced inequality of opportunities. This has increased the poverty of the city. In the Pandemic process, considering the municipalities’ example practices, the importance of local governments in the fight against urban poverty is better understood. In the negative picture that this process has created, the adoption of a way of fighting from local to central will be a more effective way in the fight against epidemic and urban poverty.
