Vekaleten Atanan Veya Geçici Görevlendirilen Okul Yöneticilerinin Karşılaştıkları Sorunlar

Abstract:

Bu araştırmanın amacı, vekâleten atanan veya geçici görevlendirilen okul yöneticilerinin yaşadıkları sorunları yönetici görüşlerine dayalı olarak ortaya koyabilmektir. Nitel bir çalışma olan bu araştırmanın çalışma grubunu 2019-2020 eğitim-öğretim yılında Samsun İli Asarcık İlçe Milli Eğitim Müdürlüğü’ne bağlı okullarda görev yapmakta olan ve vekâleten veya geçici yöneticilik görevini sürdüren idareciler oluşturmaktadır. Bu araştırmada yarı yapılandırılmış görüşme formu kullanılmıştır. Formun güvenilirliği için pilot uygulama niteliğinde iki görüşme yapılmıştır. Araştırmanın verileri, nitel veri toplama tekniklerinden yarı yapılandırılmış görüşme tekniği kullanılarak toplanmıştır. Görüşme verilerinin çözümlenmesinde betimsel analiz tekniği kullanılmıştır. Yapılan araştırma sonucunda vekâleten atanan veya geçici görevlendirilen okul yöneticilerinin sorunlar yaşadığı ortaya çıkmıştır. Araştırmada geçici görevlendirilen yöneticilerin okul içerisinde disiplin sorunu yaşadığı, çeşitli haklardan mahrum kaldıkları, zorunlu olarak görevlendirmelerinin uygun olmadığı, öğretmenlikten daha yorucu bir pozisyon olduğu gibi görüşler yöneticiler tarafından belirtilmiştir. Ayrıca öğretmenlerin vekaleten veya geçici atanan yöneticilere asaleten atanmadıkları ve geçici oldukları için olumsuz tutum ve davranış sergiledikleri ortaya konulmuştur.

Abstract:

The purpose of this research is to be able to reveal the problems of the school managers appointed or temporarily appointed on the basis of their management opinions. The work group of this research, which is a qualified study, is formed by the administrators who are working in schools associated with the National Education Directorate of the Samsun Illi Asarcık Province in the 2019-2020 educational year and who continue to work as advocates or temporary managers. In this study, a semi-configured conversation form was used. Two interviews have been conducted as a pilot application for the reliability of the form. The research data was collected using a semi-configured conversation technique from the quality data collection techniques. Imaginary analysis technique has been used in the analysis of the interview data. The research has shown that the school managers who have been appointed or temporaryly appointed have problems. The study indicated the views of the managers that are temporarily appointed in the school that they experience disciplinary problems, that they are deprived of various rights, that they are not mandatory to be appointed, that they have a more tired position than teaching. It is also revealed that teachers are not originally assigned to vice or temporary appointed managers and show negative attitudes and behaviors because they are temporary.

The aim of this research is to reveal the problems experienced by the school administrators who are appointed by proxy or temporarily, based on the opinions of the administrators. The study group of this research, which is a qualitative study, consists of administrators who work in schools affiliated to Samsun Province Asarcık District Directorate of National Education in the 2019-2020 academic year and who are working as a proxy or temporary administrator. A semi-structured interview form was used in this study. For the reliability of the form, two interviews were conducted as a pilot application. The data of the research were collected using semi-structured interview technique, one of the qualitative data collection techniques. Descriptive analysis technique was used to analyze the interview data.As a result of the research, it has been revealed that school administrators who are appointed by proxy or temporarily assigned are experiencing problems. In the research, it was stated by the administrators that the administrators who were temporarily assigned had disciplinary problems in the school, were deprived of various rights, were not suitable for compulsory assignment, and that it was a more tiring position than teaching. In addition, it has been revealed that teachers are not appointed as proxy or temporarily appointed administrators and they exhibit negative attitudes and behaviors because they are temporary.
