Sefalet endeks, küresel ölçekte makroekonomik performansın bir ölçütü olarak 1970 yılında Arthur Okun tarafından ortaya konmuştur. 1999 yılında Robert Barro tarafından geliştirilen endeks, 2011 yılında ise Steve Hanke tarafından son halini almıştır. İşsizlik, Enflasyon, Uzun dönem faiz oranı ve Kişibaşı Gayrisafi Yurtiçi Hasıla oranları kullanılarak hesaplanan endeks ülkelerin hoşnutsuzluğunu gösteren önemli bir gösterge niteliğindedir. Ekonomik sefalet durumunda toplumun ruh sağlığını etkileyerek intihar, cinayet, boşanma, yetersiz beslenme ve beden sağlığında bozulma gibi sorunları beraberinde getirmesi beklenebilir. Endeks değerindeki değişikliklerin toplumsal yapı üzerinde ortaya çıkaracağı sonuçları ortaya koymak sonraki dönemde uygulanacak politikalara yol gösterici olacaktır. Bu çalışmanın amacı ekonomik performans açısından benzer özellik taşıyan ekonomik yapıları dış etkilerden yüksek derecede etkilenen Kırılgan Beşli ülkelerinin Hanke Sefalet Endeksi kullanılarak bazı seçilmiş sosyal ve demografik göstergelerle ilişkisi incelemektir. 2006- 2021 yılları arası dönem için Hanke endeksi, bebek ölüm oranı, intihar oranı, nüfus artış oranı, ölüm oranı ve sağlık harcamaları değişim oranı verileri kullanılarak Panel veri analizi uygulanmıştır. Analiz sonucuna göre Hanke endeksi ile sağlık harcamaları arasında pozitif ilişki bulunurken endeks ile bebek ölüm oranı ve intihar oranı arasında kısa süreli düşük bir ilişki tespit edilmiştir. Ölüm oranı ve nüfus artışının Hanke endeksi ile arasında bir ilişkisi olmadığı sonucuna ulaşılmıştır.
The Failure Index was established by Arthur Okun in 1970 as a measure of global macroeconomic performance. The index was developed by Robert Barro in 1999 and ended by Steve Hanke in 2011. Unemployment, Inflation, Long-term interest rates and Indeks calculated using domestic interest rates are an important indicator of the country’s dissatisfaction. In the case of economic disaster, it can be expected that the society will affect mental health and bring about problems such as suicide, murder, divorce, lack of nutrition and physical health disruption. To reveal the consequences that changes in index value will reveal on the social structure will be a guide to the policies to be implemented in the next period. The aim of this study is to study the relationship with some selected social and demographic indicators of the vulnerable five countries with economic structures with similar characteristics in terms of economic performance, which are highly affected by external effects. For the period 2006-2021, Panel data analysis was implemented using data from the Hanke index, child death rate, suicide rate, population growth rate, death rate and health expenditure exchange rate. According to the analysis, there is a positive relationship between the Hanke index and health expenditure, while a short-term low relationship between the index and the infant death rate and the suicide rate has been found. The result is that the death rate and population increase have no connection with the Hanke index.
