Osmanlı Devleti, çok geniş bir coğrafyada Karadeniz, Akdeniz, Hazar Denizi, Kızıl Deniz ve Hint Okyanusu’nun yanı sıra bu denizlerle bağlantısı olan pek çok nehir ve ırmağın da hakimi olmuştur. Bu sayede denizler ve nehirler üzerinden yapılan ticareti kontrol altına almıştır. Devletin güçlü olduğu dönemlerde ticaret yollarının kullanımı ile ilgili bir sıkıntı yaşanmazken, 18. yüzyıldan itibaren Rusya’nın Karadeniz’e inmesiyle birlikte bu durum değişmeye başlamıştır. Özellikle Rusya’nın Tuna nehri üzerindeki ticari faaliyetleri engellemeye yönelik girişimleri bu ticaretin batıdaki ortakları olan Avrupa devletlerini yeni suyolları arayışına sevk etmiştir. 19. yüzyılın ortalarından itibaren Tuna nehri kıyısındaki Boğazköy’den Karadeniz kıyısındaki Köstence’ye kadar uzanan bir kanalın açılması bu bağlamda gündeme gelmiştir. Kanal açma teşebbüsleri özellikle Sultan Abdülmecid döneminde (1839-1861) yoğunluk kazanmış ve 1856 senesinde bu imtiyaz bir İngiliz müteşebbisi olan Thomas Wilson ile ortaklarına verilmiştir. Ancak Avrupa devletleri arasındaki politik ve ticari çıkar çatışmaları bu projenin gerçekleşmesine engel olmuş, verilen imtiyaz kullanılamamıştır.
