From the mid-19th century to the present day, there have been five waves of migration from Russia to Latin America. This study examines the first two waves of migration in the period 1850-1940. The first wave began in 1850 and ended with the 1917 Russian Revolution. The second wave began with the revolution and the second of the SSCB. The World War continued until it entered. This study, through the example of Argentina, the region’s most Russian immigrant country, seeks answers to the questions about why and how the migration from Russia to Latin America began and how it continued. The study, which assessed the issue in the context of both Russia and Argentina’s immigration and population policies, shows that there are differences in the legal framework of immigration for each wave in the reasons, purposes, composition of immigrants and immigration. The first wave that was largely based on the labor migration of agricultural workers was the migration of a crowded group of Russians, who were at that time added to the empire as the thunderstorm, but from different ethnic and religious origins. The second wave consisted of fewer, but largely ethnic Russians and higher-educated migrants and refugees, mostly separated from their native countries for political reasons. Thus, the first wave of immigration revealed a Russian community of migrants in Argentina, while the second wave revealed a Russian diaspora with identity consciousness.
