Gelir dağılımı sorunu halen ülkelerin önemli bir sorunu olmaya devam etmektedir. Türkiye’nin dahil olmaya çalıştığı AB üyeleri ile kıyaslandığında gelir dağılımı daha ciddi bir sorun özelliği arz etmektedir. Türkiye bu sorunun etkilerini azaltmak için çeşitli ekonomi politikalara başvurduğu bilinmektedir. Ekonomide toplumsal adaleti sağlamak için yeniden dağıtım politikalarına başvurmak ilk akla gelen çözüm iken bunun ekonomik büyüme üzerinde neden olduğu olumsuz etkisi nedeni ile uygulama seçeneği sınırlı kalmaktadır. Ekonomik büyümeden fazla bir öndün vermeden bu amaç için en etkili seçeneklerden biri eğitimi bütün düzeylerde geliştirmektir. Bu bildiride özellikle gelir dağılımının yıllar içerisinde gösterdiği seyir ve bu seyirin oluşmasında etkili olan ekonomi politik analiz edilecek. Özellikle 1977-2014 döneminde ilköğretim, orta öğretim ve üniversite mezun sayısındaki artışın gelir dağılımı üzerindeki etkisini analiz etmek üzere ARDL sınır testi ile analiz edilmiştir. Elde edilen bulgu bu iki değişken arasında uzun dönemli bir ilişki olduğu ve bu iki değişken arasındaki ilişkinin katsayısını tahmin edilen sonucu, eğitim endeksinde meydana gelen bir artışın gini katsayısını düşürücü yani gelir dağılımını iyileştirici etkiler göstermekte olduğu şeklindedir. Türkiye’de eğitime yönelik yapılan yatırımların literatürde bulguları destekler şekilde gelir dağılımının düzelmesine önemli düzeyde katkı yaptığı ortaya konulmuştur. Son olarak, eğitimin ekonomide daha etkin hale gelmesi için bazı politika seçenekleri önerilmiştir.
The problem of income distribution remains a major problem for the countries. When compared to the EU members that Turkey is trying to join, the income distribution is a more serious problem feature. It is known that Turkey has applied various economic policies to reduce the effects of this problem. Applying to the policy of re-distribution to ensure social justice in the economy is the first reasonable solution while the option of implementation remains limited to the cause of the negative impact it causes on economic growth. One of the effective options for this goal is to develop education at all levels without giving more than a lead to economic growth. This report will specifically analyze the way the income distribution shows over the years and the economic policy that has an impact on the formation of this journey. In particular, in the period 1977-2014, the ARDL border test was analyzed to analyze the impact of the increase in the number of primary, secondary and university graduates on income distribution. The result is that there is a long-term relationship between these two variables and the estimated ratio of the relationship between these two variables is the result that an increase in the educational index is reducing the gene ratio, meaning that the income distribution is improving. Investments in education in Turkey have been shown to have contributed significantly to the improvement of income distribution in literature. Finally, some policy options were proposed to make education more efficient in the economy.
Income distribution continues to be a major problem of the countries. Turkey is one of the countries that are in the high Gini Coefficient if we compare it with the EU members. It is known that Turkey has applied various economic policies to solve this problem. In order to ensure social justice the application of redistribution policies is the first solution that comes in mind. However, its implementation option is limited due to its negative effect on economic growth. The most effective option to ensure social justice is to give importance to the education sector without compromising on the economic growth. In this study we will discuss, firstly, income distribution movements over the years and analyze its impact on the political economy. Especially in the time period of 1977-2014, the effects of an increase in the economic growth due to an increase in the number of primary, secondary and university graduates will be investigated by using the ARDL boundary test approach. The obtained finding of the long term relationship of these variables and the contribution of their relationship on the estimated result of an increase in the education index caused by a decrease in the Gini Coefficient that is shown in the form of improvement effects of income distribution. According to the findings in the literature the investments made for education in Turkey have made a significant contribution to the improvement of income distribution. Lastly, in order to increase the influence of education on economy some policy recommendations have been discussed in the study.
