BAĞIMSIZLIK SONRASI AZERBAYCAN’DA KİMLİK POLİTİKALARI

Bağımsızlığını resmen 1991 yılında ilan etmiş olsa da Azerbaycan devlet bağımsızlığı fikri daha uzun bir geçmişe sahiptir. Bağımsızlık fikri, bu zaman süresince muhtelif süreçlerden geçerek büyük bir gelişim ve değişim göstermiştir. Bu süreçler kısaca söyle ifade edilebilir: XIX. yüzyılda Çarlık işgalini yaşayan Azerbaycan, XX. yüzyılın başlarında kısa bir bağımsızlık tecrübesinden ve nerdeyse bu yüzyılın sonlarına kadar süren Sovyet ilhakından sonra nihayet bu yüzyılın son çeyreğinde bağımsızlığına kavuşur.    Yirminci yüzyılın başlarında, 1918-1920 yıllarında, Azerbaycan Halk Cumhuriyeti adı altında bağımsızlığı kısa bir süre de olsa idrak eden Azerbaycan halkı, daha sonraki uzun bir dönemi (1920-1991), Sovyet yönetimi altında, geçmişin hatıraları ile gelecek güzel günlerin hülyaları arasında geçirmiştir.    Aslında Sovyet idaresi altındaki bu süreci, bir bekleyişten ziyade farklı bir hazırlık ve olgunlaşma devresi olarak okumak daha doğru olacaktır. Bunun bir sonucu olarak 1991 yılında, bağımsızlığına, Azerbaycan Cumhuriyeti adı ile resmen tekrar kavuşan Azerbaycan, hızlı ve karalı bir kimlik politikası yürütmüştür. Bu çalışmada, Azerbaycan’ın bir ulus devlet inşa etmek için yürüttüğü kimlik politikaları ile bağımsız Azerbaycan’ı nasıl inşa ettiği ortaya konulmaya çalışılacaktır. Yine bu çalışmada, Azerbaycan Cumhuriyeti’nin bağımsızlık sonrasında uyguladığı kimlik politikaları hem Sovyetlerin, Sovyet insanı/homosovieticus yaratma girişimleri ile sık sık karşılaştırılacak hem de bu politikaların Azerbaycan Halk Cumhuriyeti tecrübesi ile bağlantısına her fırsatta yer verilecektir.

Abstract:

Although it officially declared its independence in 1991, the idea of Azerbaijan’s state independence has a longer history. The idea of independence has shown a great development and change through various processes over this time. This process can be expressed in short: XIX. Azerbaijan, who lived the Tsar occupation in the century, XX. After a short experience of independence at the beginning of the century and the Soviet unity, which lasted almost until the end of this century, it finally gained independence in the last quarter of this century. At the beginning of the twentieth century, in the years 1918-1920, the people of Azerbaijan, who realized their independence under the name of the People's Republic of Azerbaijan for a short time, spent a later long period (1920-1991), under the Soviet rule, between the memories of the past and the fools of the beautiful days of the future.    In fact, it would be better to read this process under the Soviet administration as a different cycle of preparation and maturity rather than a wait. As a result, in 1991, Azerbaijan, which officially regained its independence in the name of the Republic of Azerbaijan, carried out a fast and firm identity policy. This study will try to reveal how Azerbaijan built an independent Azerbaijan with its identity policies to build a national state. Again in this study, the identity policies implemented by the Republic of Azerbaijan after independence will be often compared with the Soviet, Soviet people/homosoveticus creation attempts, and will be given the connection of these policies with the experience of the People's Republic of Azerbaijan in every occasion.

Although officially declared its independence in 1991, the idea of independence in Azerbaijan has a longer history. During these phases, the independence idea has undergone a great deal of developments and changes. This process can be briefly summarized as follows: Having been through Tsarist Russia’s occupation in the 19th century and later annexed by the Soviets in the 20th century following a very short experience of independence beforehand, Azerbaijan eventually gained its independence in the last decade of this century. At the beginning of the twentieth century, Azerbaijani people who experienced the independence for a short time under the name of the Azerbaycan Halk Cumhuriyeti (People’s Republic of Azerbaijan) in 1918, had waited for a long time under the Soviet occupation (1920-1991) stuck amongst the past memories and the dreams of future. In fact, this period under the Soviet pressure could be described as a preparation and maturation process rather than merely standing by. As a result, in 1991 when Azerbaijan officially regained its independence under the name of Republic of Azerbaijan, it started carrying out a rapid and determined identity policy. In this study, we will try to show how the Republic of Azerbaijan built the independent Azerbaijan through the identity policies that it carried out to shape a modern nation state. Again, in this study, the post-independence identity policies in the Republic of Azerbaijan will be frequently compared with the initiatives of the Soviets to create the Soviet identity/homosovieticus, and we will also focus on the relations between these policies with the experience of the Azerbaijani People’s Republic.
