Abstract:

The aim of this study is to study the role, function and attitude of the bureaucracy in the process of democratization. In this context, the historic study of the process of democratization in Turkey from the proclamation of the republic to the transition to the multi-party life, the formation of the tradition of bureaucratic governance, which is an important place in the political life of Turkey after the theoretically briefly discussed the relationship between bureaucracy and democracy. Later, the role of bureaucracy in the democratization process in the one-party period and the transition to the multi-party life have been studied in this process. As a result, it has been seen that there is a dualism between bureaucracy and democracy, that bureaucracy affects the democratization process in a negative direction, that bureaucracy is more effective in the one-party period, that the power of the bureaucracy is relatively reduced with the transition to the multi-party life, but that the bureaucracy tradition has continued to be influenced until today, and that this situation has damaged the democratization process.
