Ar-Ge ve Eğitim Harcamalarının Ekonomik Büyüme Üzerindeki Etkisi: Türkiye Örneği

Abstract:

Bu çalışmanın amacı, 1990- 2016 döneminde Türkiye’de Ar-Ge ve eğitim harcamalarının ekonomik büyüme üzerindeki etkisinin incelenmesidir. Bu çalışmada eğitim harcamalarını temsilen eğitim harcamalarının GSYH’ya oranı ve yükseköğretim ile eğitim harcamalarının toplamının GSYH’ya oranı, Ar-Ge harcamalarını temsilen ise Ar-Ge harcamalarının GSYH’ya oranı kullanılmıştır. ARDL Sınır testi ile yapılan analizin bulgusunda Ar-Ge harcamaları, eğitim harcamaları ve ekonomik büyüme arasında uzun dönemli anlamlı bir ilişki tespit edilmiştir. Analiz bulgularına göre Ar-Ge ve eğitim harcamaları uzun dönemde ekonomik büyümeyi pozitif yönlü etkilemektedir. Ayrıca Granger Nedensellik testi bulgularında Ar-Ge harcamalarından ekonomik büyümeye, ekonomik büyümeden eğitim harcamalarına ve Ar-Ge harcamalarından eğitim harcamalarına doğru %5 anlamlılık düzeyinde tek yönlü nedensellik ilişki tespit edilmiştir. Analiz bulgularının kontrolünü sağlamak için kurulan ikinci modelden elde edilen bulgular da sonuçları desteklemektedir.

The Impact of R&D and Education Spending on Economic Growth: Turkish Example

Abstract:

The aim of this study is to study the impact of R&D and education spending in Turkey on economic growth in the period from 1990 to 2016. In this study, the proportion of education expenditure representing education expenditure to GDP and the proportion of the total of education and education expenditure to GDP, while R&D expenditure representing the proportion of R&D expenditure to GDP was used. The results of the analysis with the ARDL Border Test have found a long-term meaningful relationship between R&D expenditure, education expenditure and economic growth. Analysis finds that R&D and education spending have a positive impact on economic growth in the long term. The Granger Cause Test findings also identified one-way causal relationship from R&D expenditure to economic growth, from economic growth to education expenditure and from R&D expenditure to education expenditure at the 5% level of significance. The findings obtained from the second model established to ensure the control of the analysis findings also support the results.

In addition the ratio of R&D expenditures to GDP represents the R&D expenditures. A long-term significant relationship was found between R&D expenditures, education expenditures and economic growth in the findings of ARDL Bound Test Analysis. According to the analysis findings, R&D and education expenditures affect economic growth positively in the long term. In addition, the findings of Granger Causality test indicate that there is an evidence of one way causality relationship from R&D expenditures to economic growth, from economic growth to education expenditures and from R&D expenditures to education expenditures at a level of 5% significance. The findings from the second model, which was established to ensure the control of the analysis findings, also support the results.
