Abstract:

İnsanlık tarihi boyunca yardımlaşma ve dayanışma her dönemin ekonomik, sosyal, kültürel ve siyasi yapısına göre değişim göstermiş olsa da hep varolmuştur. Ancak özellikle Sanayi Devrimi sonrasında başta işçiler olmak üzere kentlerde yoğunlaşan nüfusun karşı karşıya kaldığı sorunların çözümü için geleneksel yardımlar yetersiz kalmıştır. Bunun sonucunda dezavantajlı durumda olan nüfus gruplarına yönelik profesyonel yardım ve hizmetlere ihtiyaç duyulmuştur. 19. yüzyılın sonlarında, sosyal hizmet eğitimine yönelik programlar şekillenmeye başlamıştır. Anadolu’da sosyal hizmet batının geçirmiş olduğu sosyal ve ekonomik değişimlerden değil daha çok dini ve geleneksel bir anlayıştan hareketle gelişmiş ve dönüşmüştür. Anadolu’da sosyal hizmet başta dini ve geleneksel kökleri olmak üzere birçok sosyal referansla gelişmiş ve dönüşmüştür. Osmanlı İmparatorluğu döneminde özellikle öksüz ve yetim çocuklar sosyal hizmetin öncelikli alanını oluşturmuşlardır. Cumhuriyet Dönemi, sosyal hizmetlerin gelişimi noktasına bir dönüm noktası olmuştur. Özellikle 1963 yılında SHÇEK’in kurulmasının ardından sosyal hizmetlerin sunumunda kurumsallaşma başlamıştır. 2011 yılında farklı birimlere bağlı sosyal hizmet kurumları Aile ve Sosyal Politikalar Bakanlığı adıyla tek bir çatı altında toplanmıştır. Süreç içerisinde isim değişiklikleri olsa da güncel ismiyle Aile ve Sosyal Hizmetler Bakanlığı çocuk, genç, yaşlı, engelli, kadın, sığınmacı ve göçmenler başta olmak üzere birey, grup ve yerel toplulukların durumunu geliştirmek ve değiştirmek amacıyla sosyal hizmetlerin sunulduğu kurum haline gelmiştir. Bu makalede Osmanlı döneminden günümüze sosyal hizmet kurumlarınun tarihsel gelişimine ve sunduğu hizmetlere yer verilmiştir.

Thro human history, assistance and solidarity have changed according to the economic, social, cultural and political structure of every era. But, especially after the Industrial Revolution, traditional aid has remained insufficient to solve the problems faced by the population concentrated in cities, primarily workers. This resulted in the need for professional assistance and services to disadvantaged populations. At the end of the 19th century, social services education programs began to be formed. In Anadolu, social service has evolved and transformed by movement from a religious and traditional understanding rather than from the social and economic changes that the West has undergone. In Anadolu, social service has evolved and transformed with many social references, primarily religious and traditional roots. During the Ottoman Empire, especially orphans and orphans were the primary areas of social service. The Republican period has become a turning point in the development of social services. Especially after the establishment of SHÇEK in 1963, the corporationalization began in the presentation of social services. In 2011, the social services institutions associated with different units gathered under a single roof under the name of the Ministry of Family and Social Policy. Despite the changes in the process, with the current name, the Ministry of Family and Social Services has become the institution where social services are offered in order to improve and change the status of individuals, groups and local communities, including children, youth, elderly, disabled, women, refugees and migrants. In this article, from the Ottoman period to the present day, the historic development of social services institutions and the services they offer.

Especially after the establishment of SHÇEK in 1963, institutionalization began in the provision of social services. In 2011, social service institutions affiliated with different units were gathered under a single roof under the name of the Ministry of Family and Social Policies. Even though there were name changes in the process, the Ministry of Family and Social Services, with its current name, has become the institution where social services are provided to improve and change the situation of individuals, groups, and local communities, especially children, young people, elderly, disabled, women, asylum seekers, and immigrants. In this article, the historical development of social service institutions from the Ottoman period to the present and the services they provide are included.
