Abstract:

The Armenians who lived in the Ottoman, Iran and Russia territories had moved together to reach the emile of "Independent Armenia" and did not stop providing each other any kind of assistance. The Armenians, by setting some routes to themselves in the Ottoman-Iran Hudut region, were providing arms trafficking, the transfer of documents with contents against the Ottoman State and the passage of the fighters through these routes. For the Armenians, Hakkari was a region with important routes. The main reason for the Armenians to be organized conveniently in the territory of Iran and to carry out their activities in the Hakkari was that the Iranian State, in accordance with its interests, would not push and release the Armenians in their actions. Any action against the Ottoman had the possibility to take place in Iran. The Iranian State’s ignorance of the Armenian arms production and distribution, the sale of land to them to build monasteries, and the provision of the fighters who participated in armed actions in the Ottoman territory to pass through and protect them, has damaged the relations between the two Muslim states. The Ottoman State has frequently emphasized that they should not act against each other because they belong to the same religion, warning the Iranian State about the Armenians, asking them to do their best to ensure the assurance and the righteousness. However, the Iranian state has said that it has done too much and has made some demands and has gone to the way to pass the complaints in a way.
