Abstract:

This study analyses the legal measures taken by the International Maritime Organization (IMO) in the framework of "marine safety" including facilitating global trade, ensuring freedom of travel andining ecological balance, controlling natural and human threats seen in the seas and ports. These measures taken internationally after World War II have brought a certain security to the seas in order to support the formation of global networks. However, local actors have taken more restrictive measures on their own, rather than connecting to global networks in the face of risks and threats in the seas. In this context, it is noted that maritime security measures are influenced by the power dynamics in international policy; that the contribution of those actors who do not show the same sensitivity to these measures to global maritime security varies.
