Tehlike ve riskler altında çalışanların güvence altına alınması devletin görevi iken onların kendilerini güvende hissetmeleri de insan kaynakları yönetimi bağlamında motivasyon ve iş tatmini açısından elzemdir. İtfaiye personelinin afet ve acil durumlardaki görev ve çalışmalarında almış oldukları tehlike/risklerin iş sağlığı ve iş güvenliği bağlamında koruma altına alınması gerekirken ilgili mevzuatla bu korumanın sağlanmadığı görülmektedir. Bu çalışmada amaç, itfaiye personelinin almış olduğu tehlike ve risklerden olarak afet ve acil durumlarda almış oldukları tehlike/risklerin yoğunluğunu, bunların iş sağlığı ve güvenliği mevzuatı kapsamının dışında bırakıldığının ve mevzuattaki eksikliğin bir an önce yapılmasının gerekliliğini ortaya koymaktır. Bu çalışmamızda konuya dair literatür taramasının yanında nicel bilimsel araştırma yöntemi olarak tarama ve veri toplama aracı olarak da anket tekniği ile veriler toplanmıştır. Bu anket çalışması Niksar Belediyesi İtfaiyesinde çalışan 30 itfaiye personelinin tamamına uygulanmıştır. Bu çalışma Bitlis Eren Üniversitesi Etik İlkeleri ve Etik Kurulunun 15.05.2020 tarih ve 2020/04-IV sayılı kararıyla uygun görülmüş olup araştırma ve yayın etiğine uygun olarak hazırlanmıştır.
The duty of the state is to ensure that workers under dangers and risks are secured and that they feel safe is also essential in terms of motivation and work satisfaction in the context of human resources management. The risks and risks that the firefighters have undertaken in their tasks and work in disasters and emergencies must be protected in the context of work health and safety, while the relevant legislation does not provide such protection. The aim of this study is to reveal the intensity of the dangers and risks that the firefighters have received in catastrophes and emergencies, the need for them to be left outside the scope of the work health and safety legislation and the need for the immediate implementation of the lack in the legislation. In this study, in addition to the scan of the literature on the subject, data was collected as a scan and data collection tool as a quantum scientific research method. This survey work was implemented to all 30 firefighters working in the Niksar Municipality Firefighters. This study was considered in accordance with the Ethics Principles and Ethics Council of the University of Bitlis Eren on 15.05.2020 and Decision No. 2020/04-IV and was prepared in accordance with the ethics of research and publication.
While it is the duty of the state to secure those working under dangers and risks, it is essential for them to feel motivated and job satisfaction in the context of human Resources management. While it is necessary to be taken the protection of firefighters from the hazards/risks that they take during their duties and works in disasters and emergencies, in the context of occupational health and safety, it is observed that this protection is not provided by the relevant legislation. The aim of this study is to reveal the intensity of the hazards/risks that firefighters take in disasters and emergencies as a result of the dangers and risks they take, are excluded from the scope of occupational health and safety legislation and the necessity that the deficiencies in the legislation should be made as soon as possible. In this study, besides the literature review on the subject, data was collected with the survey technique as a quantitative scientific research method and as a tool of data collection. This survey study was applied to all 30 firefighters working in the Niksar Municipality Fire Department. In tis context, research and Publication ethics were complied with and the necessary Ethics Committee decision was taken.
