28 Mayıs 1918’de bağımsızlığını ilan eden Azerbaycan Halk Cumhuriyeti (AHC), 23 ay gibi kısa bir süre varlık gösterse de sahip olduğu siyasi ve hukuki yapısı ile çağdaşı birçok devletin ilerisinde bir demokrasi örneği olmuştur. Bu yönleriyle AHC, sahip olduğu millet kimliği ve cumhuriyet rejimi ile sadece Güney Kafkasya tarihi açısından değil, Türk-İslam tarihi açısından da önemli bir prototiptir. Hüseyin Baykara’nın ifadesi ile tam manasıyla bir hukuk devleti olan AHC, bunu sadece yazılı metinlerde bırakmamış, hayatın her alanında da uygulamaya geçirmiştir. İşçi ve çocuk haklarını kanunlarla güvence altına alan AHC, Doğu’nun ve Türk Dünyası’nın ilk cumhuriyeti olarak birçok Batılı ülkeden önce kadınlara seçme-seçilme hakkı vererek demokratik ve eşitlikçi anlayışını siyasal ve sosyal hayatın tamamına yaymaya çalışmıştır. AHC’nin Bolşevikler tarafından işgalinden yaklaşık olarak 70 yıl sonra 18 Ekim 1991’de Azerbaycan Cumhuriyeti bağımsızlığını yeniden ilan etmiştir. Aynı tarihte kabul edilen “Azerbaycan Cumhuriyeti’nin Devlet Bağımsızlığı Hakkında Anayasa Akti”nde Çarlık Rusya ve Sovyetler Birliği’nin hukuksuz olarak Azerbaycan’ı işgal ettiği, ülkenin kaynaklarını sömürdüğü belirtilmiş ve Azerbaycan’ın AHC’nin mirasçısı olduğu vurgulanmıştır. Bu vurgu, Azerbaycan’ın köklü devlet geleneğe işaret etmesi bakımından da oldukça mühimdir. AHC’nin mirası, Güney Kafkasya’nın en büyük ülkesi Azerbaycan Cumhuriyeti’nin kuruluş felsefesini ve gelecek hedeflerini bütünüyle şekillendiren manevi bir güce dönüşmüştür. Bu haliyle AHC dönemi, siyasi, sosyal, hukuki ve ekonomik açıdan ortaya koyduğu ilkeler ve ideallerle Azerbaycan Cumhuriyeti için bir nevi laboratuvar vazifesi de görmüştür.
The People's Republic of Azerbaijan (AHC), which declared its independence on May 28, 1918, has been an example of democracy ahead of many states, with its political and legal structure, although it has existed for a short period of 23 months. With these aspects, AHC is an important prototype with its national identity and republican regime, not only from the historical point of view of South Caucasus, but also from the Turkish-Islamic history. Hussein Baykara’s expression, AHC, which is a law state in full sense, has not only left it in written texts, it has also implemented it in all areas of life. The AHC, which guarantees the rights of workers and children by law, as the first republic of the East and the Turkish World, has tried to spread its democratic and equal understanding throughout the political and social life by giving women the right to choose before many Western countries. About 70 years after the occupation by the Bolsheviks, the Republic of Azerbaijan re-proclaimed its independence on October 18, 1991. In the "Constitutional Act on the State Independence of the Republic of Azerbaijan" adopted in the same date, the Tsar Russia and the Soviet Union illegally occupied Azerbaijan, exploited the resources of the country and emphasized that Azerbaijan was the heir of the AHC. This emphasis is also quite important in terms of Azerbaijan’s rooted state traditions. AHC's heritage has become a spiritual power that fully shapes the establishment philosophy of the largest country in the southern Caucasus, the Republic of Azerbaijan and its future goals. In this way, the AHC period, with its principles and ideals from a political, social, legal and economic point of view, has seen the Republic of Azerbaijan as a laboratory duty.
