Türkiye’de kalkınma ajanslarının (KA) 43 adet sorunlarının olduğu Devlet Denetleme Kurulu tarafından hazırlanan bir inceleme ve araştırma raporuyla tespit edilmiştir. Çalışmamızda bahsedilen sorunlar içerisinde üç tanesinin COSO ve COBIT modeli aracılığıyla kök nedenlerinin incelenmesi yapılmaktadır. Temel sorunun yenilikçi bir yaklaşım olarak COBIT-5 çerçevesinde kültür, etik ve davranış gerçekleştiricisiyle nasıl çözümlenebileceği araştırılarak analitik ve sorun çözücü bir yaklaşımla tartışılmaktadır. Özellikle kurumsal hedeflere ulaşabilmek için kültürel, etik ve davranışsal ögelerin de dikkate alınması gerekliliği ortaya konulmuştur. Etik değerlerin gelişimi ve yaygınlaşmasının da sadece sübjektif ve normatif değerlerin kabullenmesiyle ilgili değil, aynı zamanda paydaşların ihtiyaçları ve beklentileri, kurumsal amaçlar, iyi uygulamalarla birlikte pekişebildiği ve bir yaşam döngüsü yaklaşımıyla kurumsal süreçlere entegre edilebildiği ölçüde olanaklı olduğu sonucuna varılmıştır.
