İkinci konutlar en yalın ifadeyle daimî ikametgâhın dışında sahip olunan konutlardır. Türkiye’de özellikle 1980’li yıllardan itibaren sayıları hızla artan ikinci konutlara yönelik tartışma konuları güncelliğini ve önemini korumaktadır. Hâl böyle iken Türkiye’de ikinci konutlara ilişkin herhangi bir veri tabanının bulunmadığı dikkati çekmektedir. Oysa ülke olarak yadsınamaz bir gerçeklik durumundaki ikinci konutlarla ilgili yönetişimin yapılabilmesi, sorunların çözülebilmesi, daha verimli kullanımlarının sağlanabilmesi ve yerinde politikalar üretilebilmesi için, her şeyden evvel bu konutlara mahsus mikro ölçekten itibaren düzenli, sürekli, güncel olarak tutulan ve ulaşılabilir istatistiklere ihtiyaç bulunmaktadır. Bu çalışmanın amacı, Türkiye’deki ikinci konut sayılarının tespitine yönelik bir yöntem önerisi sunmaktır. Söz konusu yöntemdeki asıl amaç, ikinci konutların yaklaşık sayısını belirlemek, kullanım çeşitliliği ve etkilerine ilişkin coğrafi yaklaşımlar getirilmesine katkı sağlamaktır. Benimsenen yöntem konut ve nüfus istatistiklerini karşılaştırma fikrine dayanmaktadır. Çalışmada ilk olarak Türkiye’deki ikinci konut sayılarının gelişimi ve dağılışı incelenmiştir. Ampirik analizlerin devamı için ikinci konutların çeşitli etkilerinin görüldüğü turizm merkezleri seçilmiştir. Konunun daha ayrıntılı biçimde incelenebildiği turizm merkezlerinde, ikinci konutlar ile daimi konutlar ve nüfus arasındaki ilişki analiz edilmiştir. Bulgular, ikinci konutların ülke içindeki dağılımında yıllar içerisinde önemli farklılıkların yaşandığını ortaya koymuştur. İkinci konut varlığı açısından 1990’lı yıllarda sadece Ege ve Akdeniz kıyılarındaki turizm merkezlerinin ön plana çıktığı bir durum söz konusudur. İzleyen yıllarda bu merkezlerdeki ikinci konut yapılaşması hızla devam etmiştir. Yanı sıra İstanbul ve Ankara gibi metropollerde ve Anadolu’daki bazı bölgelerde ikinci konut sayılarının dikkat çekici biçimde arttığı gözlenmiştir. İkinci konutların Türkiye’de daha önce hiç olmadığı kadar artan görünürlüğü ve çeşitliliği bu konutlara yönelik makul politikalar geliştirilmesini gerekli kılmaktadır. Bu yoldaki ilk adım ise ikinci konut sayılarının güvenilir, tutarlı ve kapsayıcı olarak tespitidir.
In the simplest terms, secondary homes are dwellings owned outside the permanent residence. In Turkey, especially since the 1980s, the number of secondary homes has skyrocketed, and the issues of discussion regarding secondary homes remain current and significant. Nevertheless, it is noteworthy that there is no database on secondary homes in Turkey. However, in order to ensure governance, solve problems, ensure more efficient utilization and develop appropriate policies for second homes, which are an undeniable reality in Turkey, there is a necessity for regular, continuous, up-to-date and accessible statistics starting from the micro scale. The aim of this study is to propose a methodology for determining the number of secondary homes in Turkey. The main purpose of the methodology is to determine the approximate number of second homes and to contribute to geographical approaches to the diversity of their utilization and their impact. The methodology adopted is based on the idea of comparing housing and population statistics. The study first analyzes the development and distribution of the number of second homes in Turkey. For the continuation of the empirical analysis, tourism centers where various impacts of second homes are evident have been selected. In tourism centers, where the subject can be examined in more detail, the relationship between second homes, permanent housing, and population is analyzed. The findings reveal that there have been significant differences in the distribution of second homes within the country over the years. In the 1990s, only the tourism centers on the Aegean and Mediterranean coasts stood out in terms of the presence of second homes. In the following years, the construction of second homes in these centers proceeded at a rapid pace. In addition, the number of second homes in metropolitan cities such as Istanbul and Ankara, as well as in some regions in Anatolia, has increased remarkably. The unprecedented visibility and diversity of second homes in Turkey necessitates the development of appropriate policies to address them. The first step towards this is to establish reliable, consistent, and inclusive data on the number of second homes.
