Abstract:

After Azerbaijan won its independence for the second time in 1991, it went into a process of change in political, structural and economic areas. Economic change, specialization and business division-based central construction occurred with the transition from the so-called socialist economic model to the free market economy. Although this change process did not show its impact in the early periods, it began to show its positive impact after the country achieved political stability and the economy passed to legal regulations in all sectors. Since 1995, the development has been observed in all areas of the country’s economy, but the oil and oil-based sectors have shown rapid growth. The country’s economy has developed rapidly thanks only to natural resources, which has led the economy to face the danger of the Dutch syndrome. This rapid growth in the economy continued until the end of 2014. As the oil prices dropped sharply in 2015-2016, the country’s economy was in a crisis. In 2016, with the entry into force of the Strategic Road Map for the main sectors of the economy, 11 main sectors of the country's economy were rebuilt. The main reason for the need for reconstruction is to save the country’s economy from oil addiction by developing all sectors of the economy.
