Bu çalışmada, küresel değişim sürecinde ele alınan kentlerin yenilikçi altyapı çalışmalarına ilişkin Akıllı Şehirler olgusunun uygulama ve yeniden yapılandırma etkinliğindeki konumunun ortaya konulması amaçlanmıştır. Günümüzde gelişmiş ülkelerin kentsel proje alt yapıları, Birleşmiş Milletlerin küresel beklentilerine ilişkin önemli bir değişim süreci içerisindedir ve dolayısıyla kamusal projelerin özel sektörle olan ortak projelendirme çabaları Akıllı Şehirler olgusunu sosyal refah düzeyiyle günümüzün gündemine taşımıştır. Günümüzde bu çerçevede ele alınan yaklaşık 1000 civarında Akıllı Şehir örneği uygulaması vardır. Kamusal projelerin özel ortaklık modelleriyle birlikte ortaya konulduğu ve değişik modellerle uygulamada yer bulduğu bu kentsel değişim süreci, özellikle bu yaklaşımla inşa edilen yeni kentsel oluşumlarda daha etkin bir sosyo-ekonomik yaşam düzlemi sunmaktadır. Türkiye’de henüz kentsel projelerde uygulama alanı bulmuş bir Akıllı Şehir örneğinden söz etme olanağı yoktur. Türkiye’deki bu olguya ilişkin benzer uygulamalar, dış projelerin kısmen uygulanmasına yönelik olmakla birlikte, daha çok yerel yönetim projelerinde yer bulması hedeflenen bir kentsel dönüşüm projesi olarak karşımıza çıkmaktadır.
This study aims to reveal the position of the Smart Cities phenomenon in the implementation and restructuring activity of the innovative infrastructure work of cities addressed in the process of global change. Today, the urban project substructs of developed countries are in a significant process of change in the United Nations’ global expectations, and therefore the joint design efforts of public projects with the private sector have brought the Smart Cities phenomenon to the agenda of today at the level of social welfare. Today there are approximately 1,000 Smart City examples applied in this framework. This urban transformation process, in which public projects are presented along with the special partnership models and are implemented with different models, offers a more effective socio-economic living level, especially in the new urban formations built by this approach. In Turkey, there is no possibility to mention an example of a smart city that has found the area of application in urban projects yet. Similar practices with regard to this fact in Turkey are partly aimed at the implementation of external projects, but it appears to us as a urban transformation project aimed at finding more places in local governance projects.

This urban change process, where public projects are put together with private partnership models and find application in various models, offers a more effective socio-economic life plane, especially in new urban formations built with this approach. In Turkey, there is no possibility to mention one example as related to being “Smart Cities”, has found application rarely in the “Smart Cities” urban projects. A similar application of this phenomenon in Turkey, although partly for the implementation of foreign projects, more projects are also finding in the local governments appears to be targeted urban renewal projects.
