Abstract:

Mr. Ismail Kemal, who has taken into account his political activities in the last period of the Ottoman State, is known as the founder of the State of Albania and the first president of the government. In addition to his political past, he has also participated in the various stages of the state, in the bureaucratic tasks. The longest period of government or mutasarrief authorities on the local level is the Bolu mutasarrief which was carried out between 16 May 1884 and 13 March 1890. Ismael Kemal’s some activities in areas such as health, education, healthcare, have formed the principles in the sanctuary. In addition, Mr. Ismail Kemal has come to the foundation of the most important problems he deals with in the early days of his office. He made it safe and increased the safety of the shelter. His activities in Sancakt made it possible that Mr. Ismail Kemal was appreciated and promoted by the central administration. Foreign officials and travellers who arrived in Bolu also told the city that the traces of Mr. Ismail Kemal were seen. But the complaints made about Mr. Ismail Kemal in the beginning, including the pleasant practices, have continued, and therefore the investigations against him have continued until the end of his mission. In this study, unlike the political work done concerning Mr. Ismail Kemal, the local senior administrator’s identity has been studied the activities in the Bolu sanctuary.
