This study emphasizes the importance of being one of the first studies conducted for the practical comparison of the 2007 and 2018 earthquake regulations on a sample field in terms of ground etude and classification. As an area of review, Istanbul is selected, Maltepe district, Altıntepe district. According to the Turkey Building Earthquake Regulation 2018 (TBDY), which entered into force on 01.01.2019, the ground classification has been made, swelling and liquidation problems have been assessed. In the framework of the study, first and foremost, the comparison of the regulations of the Turkish Earthquake Regulation 2007 (TDY) and TBDY 2018 was made in terms of ground classification. According to the ground study data obtained from the field, the swelling and liquidation analysis not found in TDY 2007 was done according to the method published in the 2018 Turkish building earthquake regulations. In swelling analysis, a high swelling potential was found in several locations. The results of the investigations were found that the risk of flooding in the coast and coast area according to the KB-GD area of the investigation was identified. In this study, when the results obtained from two separate regulations for the area of study are compared, it has been shown that more realistic and detailed analysis and methods have entered into force with the TDBY 2018 regulations in order to determine the risks of possible ground problems (fluidity, swelling, swelling stability), reflect these risks in the ground classification and ensure the necessary measures are taken.
The scope of the presented paper can be considered as a case study to be set as an example for the application and comparison of two recent Turkish Earthquake Codes 2007 and 2018 in terms of soil investigation (site characterization) and soil classification performed on a particular test field. The investigation site subject to the particular study is located in Altıntepe neighborhood, in Maltepe, Istanbul. The soil classification and evaluation of swelling and liquefaction problems were performed at the site based on the TBEC-2018 which is valid since 01.01.2019. Within the paper, the TBEC-2007 and TBEC-2018 were first compared for their soil classification. Since the swelling and liquefaction potential analysis were not been addressed in TBEC-2007, the characteristic swelling and liquefaction analysis for the site were performed following the specific methodology given in TBEC-2018 using the data obtained from site investigation. The analysis results showed considerably high swelling potential at several locations and also showed liquefaction risk at the riparian areas and the shoreline towards the NW-SE direction of the investigation site. As per the emphasis has been given to examination of convenience and comparison of earthquake codes to analyze the risks of potential soil problems (as liquefaction, swelling and slope stability), and to take notice of these risks in site specific soil classification by taking necessary measures, the TBEC-2018 is considered to be more comprehensive with realistic and detailed analysis and methods
