Balkanlar tarihte farklı yönlere çeşitli göçlerin yapıldığı geçiş coğrafyası olması nedeniyle her zaman etkili bir kavşak noktası olmuştur. Soğuk Savaş sonrası bölge taşıdığı çatışma ve savaş riski nedeniyle daha da önemli hale gelmiş, Avrupa’nın güvenliği ve enerji ihtiyacı açısından istikrarın sağlanmasının zorunlu olduğu bir alan teşkil etmiştir. Bölgede farklı kültürlerin ve dini kimliklerin yaşaması Balkanlar’da ayrı bir hassasiyet durumuna işaret etmektedir. Bu çalışma Balkanlarda Alman ve Türk kültürel diplomasi politikalarının, dolayısıyla “yumuşak güç”lerinin mukayesesini ele alırken Türkiye ve Almanya’dan “hangi ülkenin bölgede daha etkili olduğu” sorusuna literatür tarama yöntemi ışığında cevap arayacaktır. Mevcut çalışmalar Türkiye’nin ya da Almanya’nın Balkan politikalarını araştırmakta, söz konusu iki ülkeyi özellikle 1990 sonrası dönemde karşılaştıran analizler yetersiz kalmaktadır. Çalışmanın çıktıları karşılaştırmalı analiz ile ilgili literatüre bir fayda sağlayabilecektir.
The Balkans have always been an effective crossing point in history because they are a transition geography where various migrations are made to different directions. The region after the Cold War has become even more important due to the conflict and war risks, and it has made it an area where security and energy needs of Europe are required to ensure stability. The experience of different cultures and religious identities in the region indicates a separate state of sensitivity in the Balkans. This study will address the comparison of the German and Turkish cultural diplomacy policies in the Balkans, and therefore the “make-power” will seek answers from Turkey and Germany to the question “which country is more effective in the region” in the light of the literary scan method. Current studies are investigating the Balkan policies of Turkey or Germany, and analysis comparing the two countries in particular after the 1990s remains insufficient. The outcomes of the study will be beneficial to literature related to comparative analysis.

In the post-Cold War period, the Balkans has gained more importance because its potential risk of conflict and war, and it has been considered as a region in which stability must be preserved for the security and energy transportation of Europe. The existence of different cultures and religious identities in the region shows the presence of the sensitive environment in the Balkans. In this study, when comparing the cultural diplomacy policies or soft-powers of German and Turkish governments during the 2000-2015 period, an answer to the question "which country is more effective in the region?" will be found by employing the content analysis method. Current studies address the Balkan policies of Turkey and Germany, but the number of comparative analysis for the policies in the post-1990 period is insufficient. The outcomes of this study would be useful to the relevant literature.
