Millî Mücadele döneminde temelleri atılan ve gelişen Türk-Sovyet ilişkileri, Montreux Konferansı’ndan itibaren Boğazların ortak savunulması gibi eski Çarlık Rusya’sının klasikleşmiş bir talebini ortaya koymasıyla birlikte yol ayrımına girmiştir. İlişkilerdeki yol ayrımı, yapılan girişimlere rağmen bir türlü düzeltilememiş ve II. Dünya Savaşı yıllarında da artarak devam etmiştir. Böyle bir dönemde İngiltere, Montreux Sözleşmesi’nin değiştirilebileceği konusunda açık kapı bırakınca, Sovyet uzmanları konuyla alakalı hazırladıkları raporlarda, yapılacak değişikliğin Boğazların Türkiye ve SSCB tarafından birlikte yönetilmesine imkân verecek mahiyette olması ve Türkiye’nin bunu isteyerek onaylaması halinde iyi sonuçlar verebileceği üzerinde durmuştur. Sovyet yönetimi, bu yönde geliştirilen strateji kapsamında, 19 Mart 1945 tarihinde, süresi 7 Kasım 1945’te dolacak olan 1925 tarihli Türk-Sovyet Dostluk ve Saldırmazlık Antlaşması’nın yenilenmeyeceğini bildirmiştir. Türkiye yeni bir antlaşma için masaya oturduğu zaman da antlaşmanın bedeli olarak Boğazlarda üs, Montreux Sözleşmesi’nde değişiklik ve toprak iadesi gibi taleplerini ortaya koymuştur. Bu durum, ikili ilişkilerde yol ayrımını derinleştiren süreci de beraberinde getirmiştir. Zira bu dönemde Türkiye, Sovyet taleplerinin engellenmesi hususunda özellikle ABD’nin desteğini almak için yoğun bir uğraş vermiş ve SSCB’den giderek uzaklaşmıştır. Çalışmanın amacı, Sovyet yönetiminin Boğazların Türkiye ile birlikte yönetilmesine yönelik geliştirdiği strateji dâhilinde izlediği politikayı ve bu politika sırasında toprak iadesi gibi bir talebi nasıl gündeme getirdiğini ortaya koymaktır. Sovyetlerin bu yolda attığı adımların Türkiye-SSCB ilişkilerindeki yol ayrımını derinleştirdiğine ve uzun süre tamir edilemeyecek bir tahribata yol açtığına dikkati çekmektir. Çalışma, bu süreci ağırlıklı olarak birincil kaynak olarak kabul edilen ABD Dışişleri diplomatik vesikaları, TC Dışişleri Bakanlığı tarafından yayınlanmış resmî belgeler, hatıratlar ve süreli yayınlar ışığında irdelemesi açısından farklı bir özgünlüğe sahiptir.
The Turkish-Soviet relations, which were founded and developed during the period of national struggle, have come to a distinction since the Montreux Conference, with the ex-Czarist Russia’s classicized demand as the joint defense of the Gulf. The distinction in the relationships, despite the efforts made, has not been corrected in any way and II. It continued to increase during the years of World War. In such a period, when Britain left the door open about the possibility of the Montreux Convention to be amended, the Soviet experts in their reports on the subject stated that the amendment would be made to allow the Gulf to be governed together by Turkey and the USSR and that Turkey could give good results if it willingly approve it. The Soviet government, within the framework of the strategy developed in this direction, announced that the 1925 Turkish-Soviet Friendship and Non-Invasion Treaty, which will be completed on 19 March 1945, will not be renewed. When Turkey was sitting on the table for a new treaty, it also presented its demands such as changes to the Treaty of Montreux and the return of land as the price of the treaty. This has also led to the process of deepening the distinction between the two relationships. In this period, Turkey has made an intense effort to get the support of the United States in order to prevent the Soviet demands, and it has gradually gone away from the Soviet Union. The aim of the study is to reveal the policy the Soviet government has followed in the framework of the strategy developed to govern the Gulf with Turkey and how it has presented a demand such as the return of land during this policy. It is to note that the steps taken by the Soviets on this path deepen the distinction in the Turkish-SSCB relations and lead to a destruction that will not be repaired for a long time. The study has a different originality in the light of the U.S. Foreign Diplomatic Facts, which are mainly considered the primary source of this process, the official documents, reminders and periodic publications published by the U.S. Foreign Ministry.
