Günümüzde kamu kesimi açıkları çok önemli ve çok tartışılan bir konudur. Kamu kurum ve kuruluşlarının kamu gelir ve gider dengelerinde meydana gelen farklar kamu açığını oluşturmaktadır. Ülkeler kamu açıklarının finansmanda iç borçlanma, dış borçlanma, vergiler ve para basma gibi araçları tercih etmektedirler. Türkiye’de özellikle 1980 sonrası dönemde kamu açıkların finansmanının sağlanmasında iç borçlanma tercih edilen önemli bir araç olmuştur. Türkiye’de kamu açıklarının finansmanında iç borçlanma aracının ağırlıklı olarak kullanılması iç borçlanmanın boyutlarının artması ve ekonomi üzerinde ağır yükler meydana getirmesi ile sonuçlanmıştır. Çalışmada iç borçlanma araçları, iç borçlanma yetkisi incelenmiştir. 1980-2000 ve 2000-2020 dönemi olarak kamu kesimi iç borçlanmanın bileşenlerinin seyri değerlendirilmiştir.
Nowadays, the public section is a very important and highly discussed topic. The public institutions and organizations of the public income and expenditure balances the public gap. Countries prefer instruments such as domestic debt, external debt, taxes and money printing. In Turkey, in particular after 1980, domestic debt has been an important tool preferred in the provision of public funding. In Turkey, the main use of the internal debt instrument in the financing of public outcomes resulted in increased size of the internal debt and a heavy burden on the economy. In the study, internal debt instruments, internal debt powers have been examined. In the period 1980-2000 and 2000-2020, the percentage of internal debt components of the public sector was assessed.
Today public sector deficits are a very important and very controversial issue. Differences in the balance of public income and expenses of public institutions and organizations constitute the public deficit. Countries prefer tools such as domestic borrowing, external borrowing, taxes, and printing money in financing of public deficits. In Turkey, especially in the post-1980 period, the domestic borrowing instrument has been an important tool in the financing of public deficits. The preference of domestic borrowing instruments in the financing of public deficits in Turkey has resulted in increased size of domestic borrowing and heavy burdens on the economy. In the study, internal borrowing instruments, internal borrowing authority were examined. As of the period 1980-2000 and the period 2000-2020, the course of the components of public sector domestic borrowing was evaluated.
