This study includes statistical data, interviews with institute administrators and application of face to face questionnaire technique with local people at Pınarbaşı District in Kastamonu province to reveal the socio-economic effects of forest resources on poverty management and rural development. Rapid Rural Appraisal Technique and Chi-Square Test were used in the research. Assessment results show that the local people have quite limited economic resources and they supply their livelihood from forest resources and animal husbandry and provide their vegetable and fruit needs from Pınarbaşı District. The Chi-Square Test results indicate that there is a significant statistical correlation between the number of forest crimes and education level of local people; and also between the economical situation of local people and migration rate in the case study area. According to the results, it has been suggested that various social, economic and institutional action plans are required in order to improve the life standards of villagers in the district. Furthermore, some suggestions are offered to solve the problems with regard to rural development.
