Abstract:

Women have been supported for years as part of the government. However, despite the many civil society projects and social policies developed in this regard, the ruling elements are still alive; the proportion of women in political decision-making and the actual stages of governance is insufficient. We can also say that there are no very stable and comprehensive policies to improve this situation in practice and even on the agenda. Mechanisms and processes that will strengthen discussions on the transparency that the concept of local governance requires in Turkey cannot be implemented separately from the participation of the woman. Similarly, the movements to solve the problems experienced during the local administration should be designed to be gender-sensitive. The Academy has identified obstacles and opportunities for strengthening women in local governments in many major projects in the civil society and the public sector. However, it is clear that the increase in women’s representation is not possible with legal changes such as only positive discrimination, quota practice and the low participation of women in the political sphere. However, there is no direct connection between improving social services for women and increasing representation of women in local governments. The study of this relationship is possible by jointly dealing with both social gender roles and management processes. In this context, women’s work in the municipalities was studied by the TÜSEV reports.
