Abstract:

In the Ottoman State, communities are organizations emerging and developing in the 19th century when change and transformation occurred. and II. The period of legitimacy provided a very rich environment in terms of communities. The law on the organization and activities of the communities entered into force on 16 August 1909. According to the law, it is not necessary to obtain permission in advance to establish a community but it is necessary to notify the mayor of the neighborhood. After the Mondros Conflict, the Defence-i Legal Communities created in Anadolu for the liberation of the homeland and the nation's establishment also acted in the framework of this law. Thus, the National Struggle Movement has become an organized movement. It was attempted to ensure peace and security of the people against the occupational forces. During the National Struggle Period, the Eastern Black Sea and Eastern Anatolian forces also demonstrated resistance against the occupational forces with the organizations they formed in order to prevent the efforts to establish the Romanian and Armenian State in their regions. The Erzurum Congress, the Trabzon Conservation-i Law-i Millions Association and the Villayât-i Sharkiye Defense-i Law-i Millions Association’s Erzurum Branch’s efforts and the participation of other representatives of the Eastern provinces. The appointment of delegates, the meeting of the congress, the decisions taken and the follow-up practices were carried out in accordance with the applicable laws. In this study, the establishment of the Trabzon Conservation-i Law-i Millions Society and the Municipality-i Law-i Law-i Millions Society Erzurum Branch, the collection style of the Erzurum Congress, the congress activities and the subsequent works were discussed according to the Act of the Commonwealths in force.
