Fransız Anayasa Konseyi, Anayasanın 54. maddesi çerçevesinde, uluslararası andlaşmaları onaylanmalarından ya da uygun bulunmalarından önce a priori denetlemektedir. Bu denetim çerçevesinde anayasaya aykırı bir uluslararası andlaşma, anayasa değiştirilmeden iç hukukta yürürlüğe giremez. Anayasa Konseyi ayrıca, sahip olduğu diğer denetim usulleri ile de uluslararası andlaşmaları a priori olarak denetleme yetkisini kendinde görmektedir. Anayasa Konseyinin bu tutumu, anayasanın üstünlüğünün sağlanması açısından önemlidir.
The French Constitutional Council shall, in accordance with Article 54 of the Constitution, inspect a priori international agreements before they are approved or found appropriate. Under this review, an unconstitutional international agreement cannot enter into force in national law without amendment to the Constitution. The Constitutional Council shall also have the authority to a priori control international agreements as well as other control procedures it possesses. This attitude of the Constitutional Council is important in terms of ensuring the superiority of the Constitution.
