Sosyal, ekonomik ve kültürel açıdan yaşanan değişimler, değişen ihtiyaçlar, nüfus artışı gibi çeşitli etkenler tarihi çevrede yeni yapıların yapılmasını zorunlu kılmıştır. Bu bağlamda tarihi çevrede yeni yapı tasarımı korumacılık olgusunun ortaya çıkışından bu yana sürekli tartışılan bir konu olmuştur. Özellikle mevcut dokuya uygun olmayan yeni yapıların yapılması tarihi çevreyi büyük oranda tahrip etmiş, var olan değerler yok olma tehlikesi ile karşı karşıya kalmıştır. Bütün bunların bir sonucu olarak tarihi çevrede yeni yapı konusunda uluslararası tüzükler, bildirgeler, ilkeler yayınlanmış, çeşitli ülkeler konu ile ilgili standartlar oluşturmuştur. Bu çalışmada, Türkiye ve Avrupa’dan toplam beş adet tarihi çevrede yapılan yeni müze yapısı tasarımsal başarısı ile içinde bulunduğu tarihi dokuyla olan ilişkisi ve uyumu açısından, uluslararası tüzük, bildirge, ilke ve standartların yol göstericiliğinde değerlendirilmiştir. Bahse konu standartlarda tarihi çevrede yeni yapı ilkeleri araştırılmış ve ilgili maddelerin değerlendirilmesi ile tarihi bölgelerde yapılan müzelerin bu standartlara olan uygunluğunun tespiti amaçlanmıştır. İncelenen müze yapılarında tasarım yaklaşımı olarak geleneksele öykünme, saygılı yaklaşım ve kontrast oluşturacak şekilde farklı tasarım yaklaşımlarının olduğu gözlenmiştir. Her üç yaklaşımla da yapılan tarihi çevrede tasarlanan yeni müze yapılarının araştırma kapsamında incelenen uluslararası standartlar doğrultusunda belirlenen değerlendirme kriterlerine uygun olduğu değerlendirilmiştir.
The social, economic and cultural changes, the changing needs, the population growth, and various factors have made the construction of new structures in the historical environment compulsory. In this context, the new construction design in the historic environment has been a topic that has been constantly discussed since the emergence of the conservation phenomenon. The construction of new structures that are not in accordance with the existing fabric has greatly destroyed the historical environment, and existing values are faced with the danger of disappearance. As a result of all this, international regulations, declarations, principles on the new structure in the historic environment have been published, and the various countries have established standards related to the subject. In this study, the new museum structure made in a total of five historical environments from Turkey and Europe; in terms of its design success and its relationship and consistency with the historical texture it is in, the international regulations, statements, principles and standards are assessed in the guidance. The subject standards have been studied the new building principles in the historical environment and the evaluation of the relevant materials and the establishment of the conformity of museums in historical areas to these standards. The reviewed museum structures have been observed to have different design approaches in such a way as a design approach to traditional narrative, respectful approach and contrast. The new museum structures designed in the historic environment were assessed to meet the assessment criteria established in accordance with the international standards examined in the framework of the research.
