Engelli istihdamı denilince ilk akla gelen engellileri ücretli istihdam etme ve bunu kolaylaştırmaya yönelik kota yöntemi gibi politikalardır. Ancak kota sisteminin sağlıklı işleyebilmesi için kota sisteminin şartları, kota uygulamasının kapsamına girecek işyerlerinin niteliklerinin gerçekçi belirlenmesi ve denetimi önem kazanmaktadır. Dünyada yaygın bir yöntem olmasına rağmen kota sistemi engellilerin istihdam sorununu çözmede tek başına yetersiz kalmaktadır. Hatta engellilere yönelik sosyal modele geçişle birlikte ABD ve İngiltere gibi ülkeler zorunlu kota uygulamasını kaldırım diğer alternatifler üzerine yoğunlaşmışlardır. Bu kapsamda engelli girişimciliği, engellilerin istihdamı ve istihdamın artırılması noktasında iyi bir alternatif olarak son yıllarda ön plana çıkmaktadır. Bu yöntemin başarılı olabilmesi için her şeyden önce, girişimciliğin avantajlı ve dezavantajlı yöntemlerinin tespit edilip bu gerçekler doğrultusunda engellilerin özel ihtiyaçlarına göre tasarlanmış girişimciliği destekleyici politikaların üretilmesi gerekmektedir. Bu çalışmadaki temel amaçta engelli istihdamından kota yönteminin bir alternatifi olarak engelli girişimciliği ve engelli girişimciliğinin engelli istihdamı noktasında ki avantaj ve dezavantajlarını belirlemektir.

When referred to as disabled employment, the first thing that comes to mind is the policy of paying disabled employees and facilitating this. However, the conditions of the kota system for the quality of the kota system to be able to function properly, the realistic determination and control of the qualities of the workplaces that will be covered by the kota application is important. Although it is a common method in the world, the quota system remains insufficient in solving the employment problem of disabled people alone. Even with the transition to the social model towards disabled countries such as the United States and the UK have focused on other alternatives to remove the mandatory quota application. In this context, disabled entrepreneurship has emerged in the last few years as a good alternative to the point of employment and employment increase for disabled people. In order for this method to be successful, first of all, it is necessary to identify the advantageous and disadvantaged methods of entrepreneurship and to develop policies that support entrepreneurship designed in accordance with the specific needs of disabled persons. The main objective of this study is to identify the advantages and disadvantages of disabled entrepreneurship and disabled entrepreneurship as an alternative to disabled employment method.

However, in order for the quota system to function properly, the requirements of the quota system, the realization and supervision of the qualifications of the workplaces that will be included in the quota application are all critically important. Although the quota system is a common method, it alone is insufficient to solve the employment problem of the disabled. In fact, with the transition to the social model for the disabled, countries such as the USA and the UK have removed the mandatory quota applications and focused on other alternatives. In this context, disabled entrepreneurship shines out as a good alternative in the recent years in terms of employment of disabled people and increasing the disabled employment. In order for this method to be successful, first of all, advantageous and disadvantageous methods of entrepreneurship should be determined and policies that support entrepreneurship and designed according to the special needs of the disabled should be produced in line with the realities of the disabled. The main purpose of this study is to determine the advantages and disadvantages of disabled entrepreneurship in terms of disabled employment and disabled entrepreneurship as an alternative to the quota method in the perspective of the employment of the disabled.
