Abstract:

In the newly built airports and existing airports in the world and in Turkey, the public and private sector’s joint action and the satisfaction of the financing needs by the private sector have reduced the budget pressure on the states. One of the most important institutions in Turkey, DHMİ, can be said that any material resources for investment in the Yap Business Devret (YID) model are done without separation, and in some models are rented, so it is usually successful. However, when the tender data concerning the airport in the five major provinces of Turkey are examined, the monetary value of the terminal investments remains low compared to the airport ciro and FAVÖK amounts. The aim of the study is to evaluate the construction and operation of major airports in Turkey with the YID model in terms of public benefit. The method of the study is the investment amount of the YID model in the three largest airports of Turkey, the number of guaranteed passengers, the analysis of the occurring and expected ciro and FAVÖK is the examination of the financial results of each tender. In the study, it was recommended that the public participate in a determined rate instead of the business that was completely left to the private sector. This means that the public will have more control and that it will also be possible to ensure that the public receives a share of the profits that are expected and the revenue of the valued companies. It has also been identified that some of the damages that may occur in the vulnerabilities may be involved by the public.
