Abstract:

Gerard Lowther 1908 yılında İstanbul’da Büyükelçilik yapmak üzere İngiliz Hükümeti tarafından görevlendirilmiş ve bu vazifeyi 1913 yılına kadar sürdürmüştür. Çalışma İngiliz Büyükelçiliği yıllık raporlarında incelenen dönemin dış politikası üzerinedir. II. Meşrutiyet’in ilan edilmesinden sonra Osmanlı Devleti’nin takip ettiği dış politikayı, Meşrutiyet rejimine geçişi ve yeni rejime Avrupa devletlerinin bakış açısını İngiltere’nin gözünden irdelemeyi amaçlamaktadır. Makalede II. Meşrutiyet’in ilk yılında (1908-1909) Osmanlı Devleti’nin dış siyasetindeki gelişmelerin İngiliz Büyükelçiliği yıllık raporlarına nasıl yansıdığı incelenmeye çalışılmaktadır.
