Abstract:

The governance of the state from a single center may not be sufficient to reflect the effectiveness of public policies and services and their reward in society. Functionally, this type of management does not gain effectiveness due to the diversity of local services and their different needs. In this regard, the efficiency of local services by means of local units will be increased and the targeted management unit will be able to produce a correct, fast and participatory solution to the needs. In another perspective, the strengthening of local governments by the central government will also reduce the workload of the central government and make it more important and focused on national policies. It should also be noted that local governments can evaluate the existing opportunities in terms of entrepreneurship much more effectively and quickly. It should also be noted that entrepreneurship is one of the most important structures in the development of Anglo-Saxon societies. In this study, which was prepared using the scan and observation method, the importance of management and participation from the place was tried to be agenda. It is the first stage of the participation of the local people in the administration, because it is the first management elements that the citizens have access to in terms of the democratic roles and the public service is provided to the public. From a democratic point of view, the presence of local governance units is a vital role in preventing countries from getting into an extremely centralistic structure. The desire of the people to participate in the administration, along with the various problems and needs that the local communities have within themselves, is the most important argument in terms of explaining the existence of local governments.
