Türkiye ve Bazı Ülkelerdeki Eğitim Denetim Sistemleri ile Uygulamalarının Karşılaştırılması

Denetim, durum tespiti, değerlendirme ve geliştirme sürecini kapsayan bir etkinliktir. Sağlıklı yaşamak ve varlıklarını devam ettirmek isteyen bütün örgütler denetimi vazgeçilmez bir unsur olarak görürler. Çünkü denetim sağlıklı ve sistematik olarak yapıldığında hem örgütü hem personeli geliştirir, örgüte dinamizm kazandırır hem de yapılan işin nitelik ve niceliği artırır. Bu açıdan bakıldığında denetim örgütler için son derece fayda sağlayan bir sistemdir. Öğrenci odaklı bakıldığında müfettiş, tüm öğrencilerin tatmin edici bir yaşam sürmelerini ve demokratik bir topluluğa katkıda bulunmalarını sağlayacak şekilde eğitim almalarını isteyen ahlaki ilkelere dayalı demokratik bir öğrenme topluluğu oluşturmak için birlikte çalışan insandır. Eğitim örgütlerinin denetlenmesi, öğrenci yetiştirme sürecinde öğretmenlere yardımcı olmak, öğretmenlere kendi gelişimlerinde katkı sağlamak ve eğitim örgütünün de amacına ulaşmasına yardımcı olmaktadır. Bu bağlamda, yapılan çalışmanın amacı, Türkiye’deki ve farklı ülkelerdeki eğitim denetim sistemi ve uygulamalarına ilişkin genel durumu ortaya koymak ve karşılaştırılmasını yapmaktır. Bu kapsamda, müfettişlerin işe alınmaları ve yetiştirilmeleri, denetim sisteminin yapısı, müfettişlerin çalışma koşulları, müfettişlerin sorumluluk alanları, denetim süreci ve müfettişlerin hizmet içi eğitimi karşılaştırma konuları olarak alınmıştır. Çalışmada nitel yöntemlerden doküman analizi yöntemi kullanılmıştır. Denetim sistemi ve uygulamalarına ülkeler bazında bakıldığında, denetim sisteminin yapısı ve bazı uygulamalarda benzerliklerin bulunmasına karşın, birçok alanda farklılıkların bulunduğu görülmektedir. Ancak ülkeler düzeyinde denetim sistemi ve uygulamalarına bakıldığında, iletişim ve etkileşimdeki hızlanma sayesinde ortak noktalarının arttığı görülmektedir.

Audit is an activity that covers the process of state identification, evaluation and development. All organizations who want to live healthy and maintain their existence see control as an indispensable element. Because when inspection is done in a healthy and systematic manner, it develops both the organization and the staff, provides dynamism in the organization and increases the quality and quantity of the work done. From this point of view, the audit is a very beneficial system for organizations. The student-focused inspector is the person who works together to create a democratic learning community based on ethical principles, which wants all students to live a satisfying life and receive education in a way that allows them to contribute to a democratic community. The monitoring of educational organizations is to help teachers in the process of educating students, to contribute teachers to their own development and to help the educational organization its goal. In this context, the aim of the study is to reveal and compare the general situation of the education control system and practices in Turkey and different countries. In this context, the employment and training of inspectors, the structure of the audit system, the working conditions of inspectors, the responsibilities of inspectors, the audit process and the training of inspectors within the service are taken as comparative subjects. In the study, the method of document analysis was used. When it comes to the control system and its practices on the basis of countries, despite the structure of the control system and similarities in some practices, there are differences in many areas. However, with regard to their control systems and practices at national level, it is seen that their common points are increasing due to the acceleration of communication and interaction.

The inspection is an activity that covers the process of due diligence, evaluation and development. All organizations aiming to maintain their existence healthily see inspection as an essential feature. When the inspection is accomplished healthily and systematically, it enhances both the organization and the personnel, obtains dynamism to the organization and advances the quality and quantity of the work accomplished. From this point of view, inspection is essential for organizations. From a student perspective, the inspector is the person who works together to initiate a democratic learning community based on moral principles that aim to educate all students in a way that enables them to lead fulfilling lives and contribute to a democratic community. Inspection of educational organizations assists teachers in educating students, contributes to their development and supports the educational organization in achieving its purposes. The research aims to present and compare the general situation regarding the education inspection system and practices in Turkiye and different countries. In this context, the inspectors' recruitment and training, the inspection system's structure, the inspectors' working conditions, the dimensions of responsibility, the inspection process and the in-service training of the inspectors were taken as comparison subjects. In the research, the document analysis method, one of the qualitative methods, was utilized. When the inspection system and practices are investigated based on countries, it has been determined that there are differences in many dimensions. When analyzed based on countries, it is seen that there are differences in many dimensions, although there are parallels in the structure of the inspection system and practices. However, the communication and interaction in the inspection system and practices increase their common points.
