Abstract:

The Ottoman capitulations fulfilled the functions they expected from themselves in the early days. However, in the advanced period, he lost his function in the XIX. In the century, the state became a cambo. Considering that the Ottoman State hasined a long period of existence for seven hundred years, the research of the economic aspects that influence the establishment of the institution concerned is important. This work is a type of compilation. The emergence of the Ottoman capitulations, limited to accessible secondary sources, has been addressed from an economic historical perspective. The main result was that the fundamental principles of the Ottoman economic worldview, which Mehmet Genç has shown about the emergence of Ottoman capitulations, are valid. In accordance with the principle, the people's prosperity has increased "by ensuring that the goods in the Ottoman country are as rich, quality and cheap as possible." According to the principle of fiscalism, foreign trade has been an important source of income for the state. According to the principle of traditionalism, the external trade order established before the period in which the Ottoman State came to the historical stage was recognized as not to break the order. Finally, it can be accepted that the Ottoman capitulations arise within the framework of the Weberian subjective rationality.
