Abstract:

Azerbaycan’ın bir parçası olan Dağlık Karabağ’da Ermeni azınlık tarafından başlatılan ayrılıkçı eylemler, 1991 yılından itibaren Ermenistan’ın da katılımıyla topyekûn savaşa dönüşmüştür. Savaş, ancak 1994 yılında yapılan ateşkesle geçici olarak durdurulabilmiştir. O tarihten itibaren Azerbaycan topraklarının yaklaşık % 20’si uzun bir süre Ermeni işgali altında kalmıştır. Günümüzde Azerbaycan’ın başarılı askeri operasyonları sonucu Ermeni işgali son bulmuştur. Ancak bu, hem savaş hem de işgal sırasında Ermenistan’ın hukuka aykırı eylemleri nedeniyle sorumluluğunu bertaraf etmemektedir. Bu makalenin amacı da, Dağlık Karabağ sorununda Ermenistan Devletinin rolünü ve sorumluluğunun kapsamını ortaya koymaktır.

The Role and Responsibility of Armenia in the Mountains of Karabakh

Abstract:

The separatist actions initiated by the Armenian minority in the Mountains of Karabakh, which is part of Azerbaijan, have since 1991 become a topyekûn war with the participation of Armenia. The war could only be temporarily stopped by a ceasefire in 1994. As of that date, about 20% of the territory of Azerbaijan has been under Armenian occupation for a long time. As a result of Azerbaijan’s successful military operations, the Armenian occupation has ended. But this does not remove the responsibility for the illegal actions of Armenia during both war and occupation. The purpose of this article is also to reveal the role and scope of the State of Armenia in the issue of the Mountains of Karabakh.
