Ülkelerin ekonomik seviyelerinin yüksek olması, gelişmiş olarak nitelendirilebilmeleri için yeterli değildir. Bir ülkenin gelişmişlik düzeyinin belirlenebilmesi için ekonomik unsurlarla birlikte sosyal ve kültürel unsurları da değerlendirmek gerekir. Birleşmiş Milletler, dünya ülkeleri bazında hesaplanan ve insanı, kalkınmanın merkezine koyan İnsani Gelişim Raporlarını yıllık olarak yayınlamaktadır. Bu kapsamda yayınlanan raporlar, ülkelerin gelişmişlik düzeylerini görmelerine yardımcı olmuş ve ülkelere ileriye dönük olarak yol göstermişlerdir. Bu çalışmanın amacı, İnsani Gelişim Endeksi (İGE) kapsamında ve alt endeksleri bağlamında güncel verilerle Türkiye’nin durum analizini yapmaktır. Ayrıca 2019 İGE’de de vurgulanan insani gelişmede görülen eşitsizlikler de ele alınacaktır. Türkiye, insani gelişme performansıyla hızlı değişim gösteren ülkelerin başında yer almaktadır. Buna karşın ülke içerisinde insani gelişmede eşitsizliklerin olduğu görülmektedir. Erkekler ve kadınlar arasında özellikle eğitim süresi ve işgücüne katılım oranlarında önemli oranda farklar vardır. Çalışmanın bir diğer sonucu ise, insani gelişmede yaşanan bütün ilerlemelere rağmen ülkeler arasında insani gelişme söz konusu olduğunda büyük oranda farklar olmasıdır. İçinde bulunduğumuz yüzyıl gelişmelerin yanı sıra birçok yeni eşitsizliği de beraberinde getirmektedir.
The high economic levels of the countries are not enough to be qualified as developed. In order to determine the level of development of a country, it is necessary to evaluate the social and cultural elements along with the economic elements. The United Nations annually publishes Human Development Reports, calculated on the basis of the world’s countries and putting humans at the center of development. The reports published in this context have countries see their level of development and have led the countries forward. The aim of this study is to do the situation analysis of Turkey with current data within the framework of the Human Development Index (IGE) and in the context of the sub-indices. In addition, the inequalities in human development that are emphasized in the 2019 IGE will also be addressed. Turkey is in the top of the countries with rapid change in human development performance. There is an inequality in human development within the country. There are significant differences between men and women, especially in the period of education and in the rate of participation in labour. Another result of the study is that, despite all the advances in human development, there are considerable differences between countries when it comes to human development. In addition to the developments of the century we are in, it brings with it many new inequalities.

There are significant differences between men and women, particularly in terms of education time and labor force participation rates. Another result of the study is that despite all the advances in human development, there are large differences between countries in terms of human development. The present century brings many new inequalities along with developments.
