Abstract:

Public policy can be defined as a state of government action or deactivity on that issue by taking a public issue into the policy agenda. Governments develop policies towards a wide range of services in terms of their duty/compliance. If these policies are analyzed, the government’s successes and failures, as well as future assessments, will be revealed. In this study, the process analysis model first developed by Lasswell was analyzed using the Covid-19 example of the influenza (influenza) pandemic policy in Turkey. The objective of this analysis is to take a picture of the pandemic policy as a process with the relevant actors from a historical/administrative point of view. When it is studied literature, it is found that Covid-19 pandemic, a new subject of study, is often studied by scientists. With this study, the policy analysis of the subject is aimed at contributing to the filling of the spacecraft in the area. At the point that came after the analysis, the World Health Organization (WHO) directives have been prepared in Turkey and the Pandemic Influenza National Preparation Plan has been successfully implemented and with this application the possible cases and deaths have decreased.
