Tarihi çevrelerde yaşanan silüet değişimi, genellikle değişim ve gelişim olmaktan çok sorun şeklinde ortaya çıkmaktadır. Tarihi çevrede silüet sorunsalı, ulusal ve uluslararası gündemi meşgul eden önemli konulardan biri olarak son yıllarda dikkat çekmektedir. Bu çalışma kapsamında, tarihi silüetlerde yaşanan sorunlar konu edilmiş ve ulusal haberlere yansıyan durumlar dikkate alınarak Türkiye örnekleminde bir araştırma yapılmıştır. Çalışmada; medya aracısı olarak haber kaynakları, -güncel olma ve kültürel miras farkındalığı konusunda etkili olma gibi özellikleriyle- tarihi çevrelerde silüete olumsuz etki oluşturan uygulamaları tespit etmek amacıyla seçilmiş ve bu haberlere ulaşmak amacıyla Google haberler arama motorundan yararlanılmıştır. Google haberler arama motoru üzerinde; “tarihi çevre”, “silüet”, “kentsel görünüm, “kentin genel görünümü” anahtar kelimeleri ile yapılan taramalar sonucunda ilgili haberler tespit edilmiş ve içerik analizi yöntemiyle incelenmiştir. İncelemede; tespit edilen örnekler, koruma ile ilgili hazırlanmış ulusal ve uluslararası belgelerde yer alan silüete etki eden tasarım parametreleri doğrultusunda değerlendirilerek açıklanmıştır. Elde edilen bulgular ışığında silüet konusunda ulusal gündem aktarılmış ve tarihi silüet denetimine eleştirel bir altlık oluşturulmak istenmiştir. Çalışma sonucunda; silüetin üçüncü boyut etkisinin göz ardı edilmesi, silüet denetimindeki belisizlikler ve yönetim karmaşası gibi nedenlerin özgün görünümlerin korunmasında büyük açıklar yarattığı tespit edilmiştir. Ayrıca silüet konusu ile ilgili ulusal ve uluslararası ilkelerin tasarıma etki etmesi ve tarihi dokularda yeni yapıların özgün görünümler üzerindeki etkisine dikkat edilerek gerçekleştirilmesi gerektiğine dikkat çekilmektedir.
The change in the silhouette of historic environments is often a problem rather than a change and development. The problem of silhouette in the historical environment has attracted attention in recent years as one of the important issues that occupy the national and international agenda. Within the scope of this study, the problems experienced in historical skylines were discussed and a research was conducted in the sample of Turkey by taking into account the situations reflected in national news. In the study, news sources as media intermediaries were selected to identify practices that have a negative impact on the skyline in historical environments and Google news search engine was used to access these news. Google news search engine; as a result of the searches carried out with the keywords “historical environment”, “silhouette”, “urban view”, “general view of the city”, related news was detected and examined with the content analysis method. The examples were evaluated and explained in line with the design parameters affecting the silhouette in national and international documents on conservation. In the light of the findings obtained, the national agenda on silhouette has been conveyed and it has been desired to create a critical base for historical silhouette control. As a result of the study; it was determined that the reasons such as ignoring the third-dimensional effect of the silhouette, the uncertainties in the silhouette control and the management complexity create great deficits in the preservation of the original appearances. It is also pointed out that national and international principles regarding the silhouette issue should influence the design and that new buildings in historical textures should be realized by paying attention to the impact on the original views.
