Armenian demands on the region increased after Kagızman and its territory were invaded by the Russian at the end of the ‘93 War. Armenians in the region were engaged in activity in Kagızman by taking other countries’ support; because they counted Kagızman as a part of the Armenian State that was planned to be established. Ottoman Empire’s situation in the First World War completely encouraged Armenians. After Ottoman Empire turned to its former borders at the end of the First World War, Armenians had much more mobility in Elviye-I Selase. Armenians, in such a case, entered on terrorizing, by practices of the gangs that can be called atrocity, in order to force Muslim people to migrate. On the other hand, after the English finished Cenub-i Garbi Caucasian Government, the local community had a chance to determine their own destiny. Muslim people, despite leaving the region because of injustices they experienced, they created National Councils led by Ali Rıza Bey and they struggled against Armenians through local organizations. It is aimed in this study to enlighten the effects of Armenian terror on Turkish-Islam people in Kagızman territory and the local reactions to this terror.
