Türkiye Cumhuriyeti geçirdiği ağır ve yıkıcı savaşların, işgallerin ardından 1923 yılında kurulmuştur. Vatanın bağımsızlığı sağlanıp çeşitli reformlarla hızlı bir iyileşme sürecine girişildikten sonra zaman kaybetmeden demokratik hayatın tümüyle ülkeye yerleşmesi için çok partili hayat denemeleri başlamıştır. Fakat bu denemeler 1950 yılına kadar başarılı bir şekilde sonuçlanmamıştır. II. Dünya Savaş’ından sonra değişen dünya siyasetinde yerini almak isteyen Türkiye bu sefer kararlı bir şekilde çok parti rejimine geçme çalışmalarına başlamıştır. Ülkede esen bu değişim havasından etkilenen pek çok devlet ve iş insanı siyasete atılma kararı almıştır. Şefik Bakay da bu kişiler arasındadır. Şefik Bakay, Cumhuriyetin ilk yıllarında Mustafa Kemal Atatürk’ün tarım ağırlıklı politikalarında hep ön sıralarda bulunmuştur. Yirmi beş yıllık memuriyet hayatından sonra ülkede yaşanan gelişmelerin ardından ve çevresinin desteğiyle Demokrat Parti’den Kırklareli milletvekili seçilmiştir. Bakay, TBMM’ye girdiği 1950 yılından 1960 darbesine kadar geçen on yıllık Demokrat Parti milletvekilliğinde gerek iktidar gerekse muhalefet tarafından saygı duyulan ve çalışmalarıyla takdir kazanan bir kişi olmuştur. Yalnızca seçim bölgesi değil tüm ülkeyi ilgilendiren sorunları TBMM’ye taşıyarak çözüm aranmasını sağlamıştır. Yenilikçi fikirleriyle ülkeyi daima ileriye taşıyacak adımlar atılması için çalışmıştır. Nitekim Yassıada mahkemelerinde hakkında oybirliğiyle beraat kararı verilen birkaç kişiden birisi olmuştur. Bu çalışmada Türk tarımının ve siyasetinin önemli bir ismi olan Şefik Bakay’ın hayatı ve TBMM faaliyetleri ele alınarak literatürde hakkındaki eksiklik giderilmek istenmiştir. Araştırmada kullanılan temel kaynakları ise Cumhurbaşkanlığı Devlet Arşivleri, dönemin gazeteleri ve yazılı materyallerdir.
The Turkish Republic was established in 1923 after the heavy and devastating wars, after the occupations. After the independence of the country was achieved and the process of rapid recovery with various reforms began multi-party life trials to settle democratic life fully in the country without a waste of time. But these trials did not successfully end until 1950. and II. Turkey, who wants to take its place in the world politics that has changed after the World War, this time has decidedly begun its efforts to move to a multi-party regime. Many of the government and business people affected by this change in the country have decided to go into politics. The head is among these people. Shefik Bakay, in the first years of the Republic, has always been in the forefront of Mustafa Kemal Atatürk’s agricultural policy. After twenty-five years of office life, after the developments in the country and with the support of the surrounding area, the Democratic Party was elected a Democratic parliamentary member. Bakay, who entered the TBMM from the 1950s to the 1960s, was a person who was respected by the opposition in the Democratic Party’s parliament for the past ten years and winning appreciation for his work. Not only the election area has made it possible to find a solution by bringing the problems concerned with the whole country to the TBMM. With his innovative ideas he has always worked to take steps to move the country forward. In fact, it was one of a few people unanimously sentenced to trial in the Yassada courts. In this study, the life of Shefik Bakay, an important name of Turkish agriculture and politics, and TBMM activities were addressed to address the lack of literature. Later, the multi-party life trials began to settle the democratic life in the country without losing time. However, these trials were not successful until 1950. After World War II who want to take their place in a changing world politics to pass this time, Turkey has started to work stably multi-party regime. Many states and business people, who were affected by this climate of change in the country, decided to enter politics. Şefik Bakay is among these people. Şefik Bakay has always been at the forefront of Mustafa Kemal Atatürk's agriculture-oriented policies in the first years of the Republic. He was elected as a Kırklareli deputy from the Democratic Party, after the developments in the country after twenty-five years of civil service life and with the support of his environment. Bakay was respected by both the government and the opposition as a Democrat Party deputy for ten years until the 1960 coup, and was appreciated for his work. He brought the problems that concern not only the constituency but the whole country to the parliament and sought solutions. It has ensured that steps are always taken to move the country forward with its innovative ideas. As a matter of fact, he was one of the few people from the Yassıada Courts who were unanimously acquitted. In this study, the life of Sefik Bakay, an important name in Turkish agriculture and politics, and the activities of the parliament were discussed and the deficiency in the literature was tried to be filled. The main sources used in the research are the Prime Ministry State Archives, the newspapers of the period and written materials.
