Birinci Dünya Savaşı’nın hemen ardından Büyük Buhran ve akabinde İkinci Dünya Savaşı, uluslarası ekonomik ilişkileri derinden etkilemiş ve bu dönem birçok siyasi, askeri ve ekonomik değişimleri de beraberinde getirmiştir. Özellikle İkinci Dünya Savaşı’nın ekonomik sonuçları Avrupa devletlerinin etkinliğinin azalmasına, Amerika Birleşik Devletleri’nin ise siyasi, askeri ve ekonomik olarak yükselmesine sebep olmuştur. Uluslararası ticaretin devamlılığını isteyen Amerika Birleşik Devletleri savaşın yıkıntılarını en aza indirmek ve ekonomik ilişkilere bir soluk olmak için “sabit döviz kurlu” uluslararası bir sistemin kurulmasını istemiştir. Bu doğrultuda henüz savaş sona ermeden 1 Temmuz 1944’de, New Hampshire Eyaleti’nde 44 ülkenin katıldığı bir konferansla kurulması düşünülen yeni sistemin, bir banka ve fonla desteklenmesine karar verilmiştir. Bretton Woods İkizleri olarak anılan Uluslararası Para Fonu (IMF) ile İmar ve Kalkınma Bankası (Dünya Bankası) Amerika Birleşik Devletleri güvencesinde kurulmuş ve faaliyetlerine başlamıştır. Bu çalışmada, İkinci Dünya Savaşı’na girmese bile ekonomisi olumsuz etkilenen Türkiye’nin, siyasi, askeri ve ekonomik yardım arayışları kapsamında Bretton Woods Sistemi’ne dahil olma çabası ve ilk temasları konu edilmektedir. İlk temasların başladığı 1947-1953 yılları arası alınan ekonomik kararlar, Türkiye ile Bretton Woods İkizleri arasında günümüze kadar süren ilişkilerin temelini oluşturması nedeniyle önem arz etmektedir. Türkiye’nin, IMF ve Dünya Bankası’na üyeliği sadece ekonomik bir karar olmayıp aynı zamanda soğuk savaş öncesi Batı Blok’una siyasi ve askeri eklemlenmenin de başlangıcını oluşturmaktadır. Çalışmada alan yazını, resmî yayınlar ve arşiv belgeleri dışında kamuoyunun bakış açısının da yansıtılması maksadıyla süreli yayınlar da incelenmiştir.
Immediately after the First World War, the Great Depression and subsequently the Second World War deeply affected international economic relations and this period brought many political, military and economic changes. The economic consequences of the Second World War, in particular, led to the decrease in the effectiveness of the European states and the rise of the United States of America politically, militarily and economically. The United States, which wants the continuity of international trade, wanted the establishment of an international system with a "fixed exchange rate" in order to minimize the ruins of the war and to be a breather to economic relations. In this direction, on July 1, 1944, before the end of the war, it was decided to support the new system, which was thought to be established with a conference attended by 44 countries in the State of New Hampshire, with a bank and a fund. The International Monetary Fund (IMF), known as the Bretton Woods Twins, and the Bank for Reconstruction and Development (World Bank) were established and started their activities under the guarantee of the United States. In this study, Turkey's efforts to be included in the Bretton Woods System and its first contacts, within the scope of its search for political, military and economic aid, are discussed. The economic decisions taken between 1947-1953, when the first contacts started, are important because they form the basis of the relations between Turkey and the Bretton Woods Twins. Turkey's membership to the IMF and the World Bank is not only an economic decision, but also the beginning of political and military articulation with the pre-cold war West Bloc. In the study, besides the literature, official publications and archival documents, periodicals were also examined in order to reflect the point of view of the public.
