Diplomasi mesleği antik dönemlere kadar uzanan kadim bir geleneğin tezahürünü teşkil etmektedir. Elçilere atfedilen önem ise veciz kavramlarla ifade bulmuştur. “Ne nuntium necare”/elçiyi öldürme/elçiye zeval olmaz. Elçilik mesleğinin hukuki temelleri ise Roma’da belirginleşmiştir. Elçi, zamanla milletlerarası imtiyaz ve dokunulmazlık statüsü kazanmıştır. Diplomatik mütekabiliyet kaideleri kapsamında elçilere gösterilen samimiyet ve saygının müşahhas örneklerini Osmanlı Devleti’nde gözlemlemek mümkündür. Özellikle resmi amaçla gelen elçiler, Osmanlı sınırından içeri girdiği andan itibaren misafir mahiyetinde her türlü masrafı devlet tarafından karşılanarak kendilerine ayrıca mihmandar tahsis edilmekteydi. Avrupa’dan gelen elçiler İstanbul/Çemberlitaş’ta bulunan elçi hanında misafir edilmekteydi. 19. yüzyılda ekonomik ve siyasi potansiyeli iyice zayıflayan, Batılı devletlerin siyasi, askeri ve ekonomik nüfuz alanına girmeye başlayan Osmanlı için diplomasi önemli bir araç haline gelecektir. Çalışmanın temel amacı Osmanlı Devleti’nin diplomasi anlayışı ve değişim süreciyle birlikte elçi kavramının anlamı ve temel görevleri değerlendirilecektir. Fakat kapsamlı bir mahiyet arz eden ve geniş zaman dilimine yayılan bir konuyu eksiksiz şekilde analiz etmek elbette mümkün değildir. Bununla birlikte amaçlanan 19. yüzyılda elçi kabulü ve teşrifat merasimlerinin yanı sıra koşullara göre değişen seyrini sınırlı ölçekte de olsa değerlendirmektir.
The profession of diplomacy is a manifestation of a tradition dating back to ancient times. The importance attributed to ambassadors has found expression in aphoristic concepts. "Ne nuntium necare"/do not kill the messenger. The legal foundations of the ambassadorial profession became evident in Rome. In time, the ambassador gained the status of international privilege and immunity. The Ottoman Empire demonstrated sincerity and respect towards ambassadors, as evidenced by diplomatic reciprocity rules In particular, ambassadors arriving for official purposes were treated as guests from the moment they entered the Ottoman border, all their expenses were covered by the state and they were also allocated a host. Ambassadors from Europe were hosted at the Ambassador Inn in Istanbul/Çemberlitaş. In the 19th century, diplomacy would become an important tool for the Ottoman Empire, whose economic and political potential was weakening, and which began to enter the sphere of political, military and economic influence of Western states. The main purpose of this study is to evaluate the Ottoman State's understanding of diplomacy and the meaning and basic duties of the concept of ambassador in the process of change. Of course, Given its comprehensive scope, a full analysis of this subject, spanning a wide period, is challenging. Nevertheless, the aim is to evaluate, albeit on a limited scale, the reception of ambassadors in the 19th century and the changing course of the ceremonies according to the circumstances.
