Türkiye'de üstün yetenekli çocukların eğitimine dair politika ve uygulamalara odaklanan bu makalede, Milli Eğitim Şuraları ve diğer politika belgelerinin bu alandaki evrimi incelenmiştir. Çalışmada, politika belgelerinin genellikle uygulamada etkisiz olduğu, özellikle üstün yetenekli çocuklara yönelik kararların yeterince hayata geçirilemediği belirtilmektedir. Bilim sanat merkezleri ve öğretmen seçimi gibi önemli konularda alınan kararlar örneklenmiş, ancak bu kararların çoğunluğunun uygulanamadığı vurgulanmıştır. Üstün yetenekli çocukların tespiti için geliştirilen Anadolu Sak Zeka Ölçeği'nin önemine değinilmiş, ancak genel olarak 18. Milli Eğitim Şurası'nda BİLSEM'lerin dönüşümüne yönelik önemli adımların atıldığı gözlemlenmemiştir. Ayrıca, politika belgeleri arasında Türkiye Büyük Millet Meclisi Araştırma Komisyonu Raporu, Stratejik Eylem Planı ve Vizyon 2023 Belgesi'nin etkisi üzerinde durulmuş, ancak bu belgelerin genelde üstün yetenekli çocuklara yönelik politikaların oluşturulmasında ne kadar etkili olduğu sorusu açık kalmıştır. MEB'in 2013 ve 2018'de yayınladığı eylem planları, üstün yetenekli çocukların eğitimine yönelik stratejik amaçları ve hedefleri içermiştir. Ancak, belgelerin uygulamadaki etkinliği ve BİLSEM'lerin güçlendirilmesi konusundaki somut adımların detaylandırılmamış olması, politikaların tam anlamıyla hayata geçirilip geçirilemediği konusunda belirsizlik yaratmaktadır. Bu makale, üstün yetenekli çocukların eğitimine yönelik politika ve uygulamalardaki mevcut durumu değerlendirir ve gelecekte atılacak adımların üzerine düşünmeyi amaçlamaktadır.
This article focuses on the policies and practices related to the education of gifted children in Turkey, by examining the evolution of National Education Councils and other policy documents in this field. The study states that policy documents are generally ineffective in practice, and that decisions especially for gifted children cannot be adequately implemented. The decisions taken on important issues such as science and art centers and teacher selection were exemplified, but it was emphasized that the majority of these decisions could not be implemented. The importance of the Anatolian Sak Intelligence Scale, developed for the detection of gifted children, was mentioned, but in general, it was not observed that important steps were taken towards the transformation of BİLSEMs in the 18th National Education Council. In addition, among the policy documents, the impact of the Turkish Grand National Assembly Research Commission Report, Strategic Action Plan and Vision 2023 Document was emphasized, but the question of how effective these documents were in establishing policies for gifted children in general remained open. The action plans published by the Ministry of National Education in 2013 and 2018 included strategic goals and targets for the education of gifted children. However, the effectiveness of the documents in practice and the fact that concrete steps regarding the strengthening of BİLSEMs are not detailed create uncertainty as to whether the policies have been fully implemented. This article evaluates the current situation in policies and practices regarding the education of gifted children and aims to reflect on future steps.
