İyiliği teşvik etmek ve kötülükten alıkoymak manasına gelen “emr-i bi’l-ma’ruf ve nehy-i ani’l-münker” ekoller tarafından değişik şekillerde değerlendirilmiştir. Farz-ı ayn olarak kabul edenler olduğu gibi farz-ı kifaye olarak kabul edenler de olmuştur. Dinde önemli bir yer işgal eden bu görev, İslam tarihinde hisbe teşkilatı olarak kurumsallaşmıştır. Hisbe teşkilatı, İslam toplumlarında arabulucu ve suç önleyici bir kurum olarak işlev görmüştür. Dinin modern toplumda üstlendiği sorumluluk ve toplumun dinden beklentileri değişmiştir. Tarih boyunca din, toplum hayatında yeri doldurulamayacak önemli bir kurum olarak varlık göstermiştir. Bu işlevini devam ettirmediği takdirde mevzi kaybedecek ve çağdaş insanın yaşamına dokunma becerisini yitirecektir. Yeni güvenlik kaygıları ve bu kaygıların dayandığı nedenler dinin sosyal alandaki varlık gerekçelerinin başında gelmektedir. Bu çalışmada “emr-i bi’l-ma’ruf ve nehy-i ani’l-münker” ilkesinin İslam’ın modern toplumlarda hayata tutunma çabasında bir görev alıp alamayacağı ihtimalleri tartışılacak ve bunun gerçekleşme biçimleri irdelenecektir. Çalışmada konuyla ilgili ayet ve hadisler analiz edilmekte, getirilen yorum ve yaklaşımlar tartışılmakta, tarihteki tecrübelerin güncel karşılıkları araştırılmaktadır.
The meaning of "emr bi'l-ma'ruf ve nehy ani'l-munker", which means to encourage good and prevent evil, has been evaluated differently by schools. There have been those who accepted it as an individual obligation as well as those who accepted it as a collective obligation. This duty, which occupies an important place in religion, has been institutionalized as the hisbe organization in Islamic history. The hisbe organization functioned as a mediator and crime prevention institution in Islamic societies. The responsibility of religion in modern society and the expectations of society from religion have changed. Throughout history, religion has existed as an important institution that cannot be replaced in social life. If it does not continue this function, it will lose its position and lose its ability to touch the lives of contemporary people. New security concerns and the reasons behind these concerns are among the main reasons for the existence of religion in the social sphere. In this study, the possibilities of whether the principle of "emr bi'l-ma'ruf ve nehy ani'l-munker" can take a role in Islam's struggle to survive in modern societies will be discussed and the forms of its realization will be examined. In the study, verses and hadiths related to the subject are analyzed, interpretations and approaches are discussed, and current equivalents of historical experiences are investigated.
